ORDER:

As of now, the Public Distribution System in Tamil Nadu is catering to about 1.61 crore cardholders (as on 31.5.2003) and the validity of the family cards held by them will expire on 31.12.2003. Recently, the Government has issued new rice coupons to all rice card holders with effect from 1.7.2003.  In the Government Order read above, the Government has  also ordered for renewal of the existing family cards for a period of one year  from 01.01.2004 by adding  inner sheets  to the family cards now in operation and this process  of renewal will be completed before 31.12.2003.

2. As the record of the Public Distribution System is  a comprehensive recording  of families, it is noticed that people are desirous of being noted down in this record even though they may not be keen to draw commodities from the Public Distribution System.  Taking note of this, after careful consideration, the Government has decided to introduce a Honorary Family Card system with immediate effect.  Under this system,  if family card holders  do not desire to draw commodities from the  Public Distribution System outlets, but desire to retain their names in the enumeration list,  the family cards already possessed by them will be converted into Honorary Family Cards.  On production of their family cards on hand at the Taluk Offices in Districts (other than Chennai) and at  the Assistant Commissioner's Office of Civil Supplies Department, so far as Chennai City and belt areas are concerned, the issuing authority shall affix a mark, namely, 'H' on the existing cards with the signature across the table and these honorary cards will be valid for the  period till 31.12.2004.. 

3. No commodity can be drawn by them after conversion into honorary family cards.  The rice coupon holders can also get their family cards converted into honorary family cards by surrendering the rice coupon book possessed by them.  The honorary family cards can be obtained from the above Offices in the month of September 2003.  For the convenience of the public the above Offices will function on public holidays also, i.e., card holders can get their family cards marked  as honorary family cards across the table on any day in the month of September 2003 including public holidays.

4. The Commissioner of Civil Supplies and Consumer Protection is requested to issue necessary instructions to all concerned in this regard.  The Commissioner of Civil Supplies and Consumer Protection and the Collectors shall give due publicity to the process of issuing honorary family cards through public media, namely, local newspapers, TV and radio for information of the general public.
