ORDER:

On 28.3.2003 the Hon'ble Chief Minister announced in the floor of the Legislative Assembly, a package of relief schemes for the small and marginal farmers who were adversely affected by the drought conditions in the State.  One of the announcements relates to the waiver of interest on crop loan given to these farmers.  The Hon'ble Chief Minister has also announced that the National Bank for Agriculture and Rural Development will be approached for converting the short term loans of these farmers into medium term loans.

2. Accordingly the Government direct that interest due from the small and marginal farmers  on crop loans availed by them from the Co-operative banks  be waived, provided they possess the annawari certificate issued by the competent revenue officials.  The Government also release a sum of Rs.20/- crores towards this scheme as the first instalment.  The  balance amount will be released on receipt of proposals detailing the exact amount of funds required  for the waiver from the Registrar of Co-operative Societies.

3. The expenditure sanctioned in para 2 above shall be debited to the following  new sub  head of account to be opened under Demand.No.12 as detailed below:-

 

“2425.00 Co-operation-107.Assistance to Credit Co-operatives.- Schemes in the Tenth Five Year Plan-II.  State Plan JY. Waiver of interest to the small and marginal farmers 09.  Grants in Aid-03.  Grants for Specific Schemes (DPC No.2425 00 107 JY 0939)

 

4. The Registrar of Cooperative Societies is the estimating, reconciling and the controlling authority for the above new sub head of account.

 

5. The Pay and Accounts Officers / Treasury Officers are requested to open the new sub head of account in accounts.

 

6. The expenditure is a "New Service" and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature the expenditure will be met by an advance from the contingency fund, orders regarding which will be issued by the Finance (BG) Department. The Registrar of Cooperative Societies is requested to apply to Government in Finance (BG) Department in the prescribed proforma for the sanction of an advance of the Rs. 20 crores (Rupees twenty crores only) of the contingency fund. The Registrar of Cooperative Societies is also requested to send a draft explanatory note to Finance (BGI) Department for inclusion in the supplementary estimate for 2003-2004.

 

7. The Joint Registrar (IAAP) in the Office of the Registrar of Cooperative Societies is authorised to draw and disburse the "Relief on Interest and Penal Interest” amount to the District Central Cooperative Banks concerned through the Tamil Nadu State Apex Cooperative Bank.  The District Central Cooperative Banks, in turn, will disburse it to the beneficiaries as and when claims are received.

 

8. This  order issues with the concurrence of Finance Department, vide its U.O.No.122/SS(LK)/2003 dated 23.5.2003  and Additional Sanction Ledger No. 112.
