ORDER:-

Government are keen on promoting economic rehabilitation of persons with disabilities by providing them assistance from banks.  Since the economic conditions of the physically handicapped women in the State are far from satisfactory, the Government has now envisaged an interest from loan to them to improve their standard of living.  Under this Scheme, 1000 physically handicapped women will be benefitted.  Accordingly it is proposed to sanction an amount of Rs.500/- to each physically handicapped woman which will be used as their share capital for obtaining loan from the Co-operative banks.  The scheme is restricted to the physically handicapped women belonging to the self help groups.  The loanees will start repaying the loan after three years i.e. from 2005-2006 and repay it in five annual equal instalments.

2. Accordingly the Government sanction a sum of Rs.5.00 lakhs (Rupees Five lakhs only) for 2003-2004 for sanctioning of interest free loan to 1000 physically handicapped women for enabling them to obtain loan from the Co-operative banks by using it as share capital. The district Central Co-operative banks are directed to implement the scheme through self help groups of the cooperatives.

3. The expenditure sanctioned in para 2 above shall be debited to the following new head of account.

6425-00 Loans for Co-operation – 107 Loans to Credit Cooperatives – Schemes in the Tenth Five Year Plan – II State Plan JB – Loans to Co-operative Institutions and Banks controlled by the Registrar of Co-operative Societies – 13 Interest from loan to physically handicapped women for availing credit from Co-operative Banks”

4. The Joint Registrar (IAAP) in the Office of the Registrar of Co-operative Societies is authorised to draw and disburse the amount to the  District Central Co-operative Banks through Tamil Nadu State Apex Co-operative Bank.  The District Central Co-operative Banks in turn will disburse it to the beneficiaries as and when applications are received from the handicapped women for interest free loan.

5. This order issues with the concurrence of  Planning & Development and Finance Department vide their U.O. No.4138/SP2/2003-1 dated 7.5.2003,  and 29518/C,F and CP/2003-1 dated 12.5.2003 respectively.
