ORDER:
The Government are at present providing free bicycles to Scheduled Caste / Scheduled Tribe girl students studying in XI and XII standard in Government and Government aided schools.
2) The Honourable Chief Minister has made an announcement on 16.6.2004 extending the scheme to provide free bicycles to all girl students belonging to Backward Classes, Most Backward Classes and Denotified Communities studying in XI and XII standard in all Government and Government Aided Schools at a cost of Rs.47.36 crores.
3) The Special Commissioner and Director of Most Backward Classes and Denotified Communities has reported that there are approximately about 2.96 lakhs Backward Classes, Most Backward Classes and Denotified Communities girl students studying in XI and XII standards in Government and Government aided schools and cost per bicycle will be approximately Rs.1600/-.
4) The Government after careful examination pass the following orders:
i) During the Academic year 2004-05 free bicycles at an approximate cost of Rs.1600/- (Rupees One thousand six hundred only) per bicycle shall be provided to 2.96 lakhs (approximate) girl students belonging to Backward Classes, Most Backward Classes and Denotified Communities studying in XI and XII standards in all Government and Government Aided Schools at a total cost of Rs.47.36 crores;
ii) Cycles shall be with standard accessories viz., PVC saddle, bell, lock , stand, carrier, Full Gear case and also optional accessory of Front basket and the cost per bicycle includes fitting charges and secondary freight charges. The bicycles will be delivered at the respective schools;
iii) The following categories of students are not eligible to receive bicycle under this scheme:
a) Students staying in Residential schools and schools where the Hostel and the schools are in same campus; and
b) Students who are desirous of availing free bus pass:
iv) Cycles shall be numbered to avoid misuse;
v) An appropriate emblem shall be fixed to indicate that the bicycle has been issued under the Government scheme; and
vi) Cost of bicycle shall be recovered from the beneficiaries in the event of selling or irregular usage.
5) Purchase of bicycles shall be made centrally through the following purchase committee, observing the procedures laid down in Tamil Nadu Transparency in Tenders Act, 1988 and Rules, 2000 made thereunder:

6) Bicycles delivered shall be distributed through proper arrangements by the respective District Collectors within the specified time-frame. The District Collectors can nominate an officer not below the rank of Deputy Collector / Panchayat Union Commissioner as Nodal Officer for each Taluk and ensure proper distribution and maintain registers and submit the acknowledgement with registers to collectors after due distribution. Respective District Collectors shall make the payment for the bicycles delivered. Funds shall be allocated to the respective District Collectors who shall draw and make the payment. A committee consisting of the Special Commissioner & Director of Most Backward Classes and Denotified Communities and Director of Backward Classes and Minorities Welfare shall be formed for the purpose.
7) The expenditure is on a "New Service" and the approval of the Legislature will be obtained in due course. Pending approval of the legislature the expenditure will be met by an advance from the Contingency Fund, orders regarding which will be issued by the Government in Finance (BG.I) Department separately. The Special Commissioner and Director of Most Backward Classes and Denotified Communities / Director of Backward Classes and Minorities Welfare are requested to apply in the prescribed form to Finance (BG.I) Department for sanction of an advance from the Contingency Fund, for their respective requirements within the overall sanction.
8) The expenditure on the purchase of bicycles is debitable to the following new heads of account to be opened in Demand No.9, as detailed below:-
(i) "2225 – Welfare of Scheduled Castes, Scheduled Tribes and Other Backward Classes – 03. Welfare of Backward Classes – 277. Education – Schemes in the X Five Year Plan – II. State Plan - KR.Free supply of bicycles to Most Backward Classes and Denotified Communities Girls students studying in standard XI and XII in the Government / Government Aided Higher Secondary Schools – 09.Grants-in-aid – 03. Grants for specific Schemes

The Special Commissioner and Director of Most Backward Classes and Denotified Communities is the estimating, reconciling and controlling authority for the above new head of account.

9) The Pay and Accounts Officer / Treasury Officer are requested to open the above new sub heads of account in their accounts.
10) This order issues with the concurrence of Finance Department vide its U.O. No.1790/F.S.(P)/2004, dated 17.6.2004 and additional sanction Ledger No.186. .
