From the Director of Fisheries Letter No.54030 /J2 / 2005, Dated: 27.9.2006. ------ ORDER : Saving-cum-Relief Scheme is one of the components of the ongoing Centrally Sponsored National Scheme of Welfare of Fishermen, implemented in this State from the year 1991-1992. Under this scheme, a sum of Rs.75/- shall be collected from the eligible Marine fisherman for a period of 8 fishing months in a year. A total of Rs.600/- thus collected for 8 months will be matched with 50% contribution i.e., Rs.300/- each by the State and Central Government separately. The total sum of Rs.1200/- thus collected will be distributed to the fishermen during the remaining four lean months of non-fishing season at the rate of Rs.300/- per month. This scheme is being implemented in this State in thirteen coastal districts as per the guidelines prescribed by the Government of India. 2. Pending receipt of the administrative approval from Government of India for continuance of this scheme for implementation during 2006-2007, the Government in the letter first read above, have permitted the Special Commissioner of Fisheries to start collection of monthly subscription of Rs.75/= per month from January 2006 onwards during the fishing period of respective regions from the eligible marine fishermen, residing in the 13 Coastal Districts of Tamil Nadu who are members of registered marine fishermen co-operative societies, strictly as per the guidelines of the Government of India and to credit the collections into the Government account under the head, “0405-00-800-A0-0003”, every month without fail and to send the chalans / voucher copies to Government for confirming the credit. 4. The Government of India in the letter second read above have conveyed their administrative approval for continuance of this scheme for implementation during the year 2006-2007. 5. In the Government Order third read above orders have been issued for implementation of Saving-cum-Relief Scheme for marine fisherwomen as State Scheme and a sum of Rs.12,35,91,600/- has been sanctioned for disbursement to 1,02,993 marine fisher women of 13 coastal districts, for the year 2006-07. 6. In the letter fourth read above, the Special Commissioner of Fisheries has now sent proposals for sanction of a sum of Rs.15,19,88,700/- for disbursement to 1,27,985 marine fishermen enrolled in 10 districts from Chennai to Ramanathapuram comprising Zone-I, as follows:-
The Special Commissioner of Fisheries has requested the Government, to issue necessary orders sanctioning a total sum of Rs.15,19,88,700/- being the State and Central Government share including the marine fishermen beneficiaries' contributions as relief amount under this scheme for the year 2006-07. 7. Pending financial sanction from Government of India, sanction is hereby accorded for a sum of Rs. 15,19,88,700.00 ( Rupees fifteen crores, nineteen lakhs, eighty eight thousand and seven hundred only) being the State and Central Government share including the marine fishermen beneficiaries' contributions as relief amount for disbursement to 1,27,985 marine fishermen of 10 districts for which the lean period starts from September and ends in December 2006, under the on going Centrally Sponsored, Saving-cum-Relief Scheme for the year 2006-07. In respect of the remaining three districts orders will be issued separately . 8. The above expenditure shall be debited under the following head of account :- " 2405-00-Fisheries - 800. Other expenditure - Schemes in the Tenth Five Year Plan - VI. Schemes shared between State and Centre - UA. Relief Scheme for Tamilnadu Marine Fishermen during lean months - 11. Subsidies - 01.Individual based subsidy (DPC 2405-00-800-UA-1117)".
9. The Special Commissioner of Fisheries, is authorised to draw and disburse the amount sanctioned in para 7 above to the beneficiaries strictly as per the guidelines of Government of India. 10. The Special Commissioner of Fisheries, is directed to send the Utilisation Certificate to this Government/ Government of India in the prescribed format as soon as the disbursement is over . 11.
