ORDER:

In the Government Order firsr read above orders were issued that the appointments to the posts outside the purview of the Tamilnadu Public Service Commissione made upto the period of 8.7.80 without consulting the employment exchanges can be ractified as the special case by the concerned administrative Department of the Secretariat, provided that the individuals possess all the qualification prescribed for the posts after obtaining the concurrence of the department of employment services.

2.In the Government Order second read above, orders have been issued delagating powers to the Registrars of Cooperative Societies so as to enable him to regularise the irregular appointments made in the Fair Prive Shops as well as in the Cooperative in General from 1.1.1978 to 8.7.80 provided that the individuals possess all the qualification prescribed for the post.

3. In his letter third read above the Commissioner for Milk Production and Dairy Development has stated that he received many proposals for regularisation of the employees form over 10,000 Dairy Cooperative Societies and all such proposals could not be sent to the Government for issue of orders as it will create additional burden on Govenrment and it will causes delay in the matter of regularisation of the employees. He has therefore requested the Government to delegate powers to him as was done in the case of regular cooperative societies provide in the orders second read above, so as to enable him to regularise the irregular appointments made upto 8.7.1980 in the Dairy Cooperative Societies provided tht the empoyees possess all the qualification prescribed for the course

4. The Government after careful consideration of the proposal of the Special Commissioner for Milk Production and Dairy Development, hereby delegate the poweres to the Special Commissioner for Milk Production and Dairy Development, Chennai, So as to enable him to regularise the irregular appointments made upto 8.7.80in the Dairy Cooperative Societies, provided that the employees possess all the qualification prescribed for the posts.

5. The services of those who were recruited without consulting employment exchanges should be regularise only form the date of issue of orders in each individual case. The other condition prescribed in the G.O. first read above shall also be forllowed scruplously.

6. This order issues with the concurrence of the Labour and employment department vide its U.O. N.O. 13179/Q2/97-1, dated: 4.6.97.
