From the Director of Fisheries Letter No.R1/40120/2000,dt.31.3.2003. ------- ORDER : In their letter first read above the Government of India, Ministry of Agriculture, Department of Animal Husbandry and Dairying conveyed their administrative approval for the continuance of Central Sector Scheme on "Fisheries Training and Extension"during 2001-2002. In their letter second read above, Government of India conveyed their administrative approval for sanction of Rs.56.44 lakhs as 80% Central Share to Government of Tamil Nadu for the implementation of the above Central Sector Scheme at a total outlay of Rs.70.55 lakhs. In the G.O.third read above, Government of Tamil Nadu had released a sum of Rs.25 lakhs as first instalment which includes the Government of India share of Rs.20.00 lakhs and Government of Tamil Nadu share of Rs.5.00 lakhs as matching grant. Out of the sum sanctioned above, a sum of Rs.17.77 lakhs ( Rupees Seventeen lakhs and Seventy Seven thousand only) have been spent by the Director of Fisheries so far and necessary utilisation certificate have also been furnished by the Director of Fisheries to the Government of India. 2. Government of India in their letter seventh read above have sanctioned a sum of Rs.34.21 lakhs after deducting the unspent sum of Rs.2.23 from the 2nd instalment sum of Rs.36.44 lakhs ( 36.44 - 2.23 = Rs.34.21 lakhs). The Government of India have released the grant in aid to State Government subject to the following conditions :- i) The amount of Ea.11,68,000/- (Rupees eleven lakhs and sixty eight thousand only) towards the cost of purchase of three vehicles should be excluded from the purview of the scheme, which should be met out of State's own fund. ii) The grants-in-aid is to be utilised towards Central share for the purpose for which it is released. iii) This will be governed by the rules and orders framed by Government of India under GFR 148 to 153 as amended from time to time. iv) The fund shall be utilised for the purpose for which these are being released, quarterly, half yearly and annual reports on achievements against physical and financial targets of the scheme should be furnished by the State Government to the Government of India. Unless Utilisation Certificate is submitted, further release of fund will not be considered. v) Unutilised funds at the end of the year shall be refunded forthwith. vi) Further release would be made on the basis of Physical and financial progress achieved and the information furnished to the Government of India as desired by it from time to time. 3. The Director of Fisheries in her letter last read above has stated that Government of India have conveyed the administrative approval for the continuance of the above said scheme during 2002-2003 and sanctioned the grants-in-aid of Rs.34.21 lakhs instead of Rs.36.44 lakhs after deducting Rs.2.23 lakhs of unspent balance. It is also indicated that the amount of Rs.11.68 lakhs spent for the purchase of the three vehicles should be excluded from the purview of the scheme, which should be met out of State's own fund. Though she has already clarified to Government of India that the purchase of three vehicles is based on Director of Fisheries original proposal, Government of India have not considered this and requested to meet out the expenditure by State fund. However, this issue will be taken up with Government of India separately. 4. Since Government of India have issued orders for the sanction of their share, the Director of Fisheries has requested that necessary orders may be issued for the sanction of Rs.41.05 lakhs (Rupees forty one lakhs and five thousand only) including Central Share of Rs.34.21 lakhs plus State share of Rs.6.84 lakhs on 80:20. basis towards the implementation of the above said scheme. 5. The Government after careful examination of the above proposal of the Director of Fisheries accord sanction for the release of second instalment of Rs.41.05 lakhs comprising 80% Central Share of Rs.34.21 lakhs and 20% State share of Rs.6.84 lakhs towards the implementation of the Central Sector Scheme namely Fisheries Training and Extension scheme. 6. The expenditure is debitable under the following head of account: "2405-00 Fisheries 109- Extension and Training Schemes in the Tenth Five Year Plan - VI Schemes shared between State and Centre UA - Schemes on Fisheries Training and Extension 09 - Grants-in-Aid-03 Grants for Specific Schemes" (D.P.Code NO.2405-00-109-UA-0936). 7. The Director of Fisheries is permitted to draw the amount sanctioned in para 5 above and to implement the scheme as per the conditions of Government of India. Necessary funds will be provided in the Revised Estimate/Final Modified Appropriation for 2003-04. The Director of Fisheries is requested to include this amount while submitting proposals for Revised Estimate/Final Modified Appropriation 2003-04 and also send a note to Government at the appropriate time for specific inclusion of arrears in FSE 2003-2004 and brought to the notice of legislature for its approval. 8.
