ORDER:

The Government of India has indicated that a Centrally Sponsored Scheme on providing subsidy on sea safety equipments for small mechanised fishing vessels is under consideration of Government of India.  It has also indicated that the State Government may submit a detailed report as soon as the scheme is finalised.  As such, the scheme will come into operation from the year 2004-2005.

2. In her letters read above, the Director of Fisheries has stated that considering the imminent necessity for providing sea safety measures to the fishermen of Tamilnadu, proposal was sent to the Government for supply of life jackets to the traditional fishermen of Tamilnadu in a phased manner, the cost of which will be shared by the Central and State Government under the scheme of providing sea safety measures to the traditional fishermen as they are often facing  risk due to  natural  calamities  while  fishing in the sea.  There  are  about 50,000 traditional crafts (both vallam and catamaran) who are economically weak and are living below poverty line.  Therefore supply of life jackets to the traditional fishermen at free of cost has been considered to be appropriate by the Government.

3. The Director of Fisheries has requested to sanction 50,000 numbers of life jackets and 7500 life floats to the traditional fishermen and mechanised boat fishermen of Tamilnadu in 5 years at 10,000 and 1500 per year commencing from 2003-2004.  She has requested to sanction 10,000 Numbers of life jackets at the 1st instance to the traditional fishermen of Tamilnadu during 2003-2004 with fishermen contribution of 10% for better utilisation and to avail the benefit for safe fishing.  She has also requested to accord sanction for incurring an expenditure of Rs.90,00,000/- (Rupees ninety lakhs only).  During this year 2003-2004 towards the supply of 10,000 Numbers of life jackets to the traditional fishermen with their share of Rs.10,00,000/- (Rupees ten lakhs only) under sea safety measures to the fishermen of Tamilnadu.

4. The Government after careful consideration  accept the proposal of the Director of Fisheries.

5. Sanction is accorded for incurring an expenditure of Rs.90,00,000/- (Rupees ninety lakhs only) during this year 2003-2004 out of the total amount  of  Rupees One crore required  towards the supply of 10,000 Numbers of life jackets to the traditional fishermen of Tamilnadu under sea safety measures schemes.

 6. The Director of Fisheries is permitted to collect 10% of contribution from the beneficiary fishermen and credited under the relevant receipt head of account.

7. The expenditure sanctioned in para 5 above shall be debited to the following head of account.

“2405-00-Fisheries 103- Marine Fisheries – Schemes in the 10th Five Year Plan - II State Plan – JP. Sea safety equipments to active Marine fishermen–09 grants-in-aid–03. Grants for specific schemes (D.P.Code.No.2405-00-103.JP0939)”

8.The expenditure sanctioned in para 5 above is an item of “New Service” and the approval of the legislature will be obtained in due course pending approval of the Legislature the expenditure will be initially met by sanction of an advance from the Contingency Fund for which orders will be issued by Finance (BG.I) Department.  The Director of Fisheries is requested to apply in the prescribed form enclosing a copy of the orders for the requirement of the amount.  She is also requested to send necessary proposal to Finance Department for inclusion of the expenditure in Final Supplementary Estimate and for bringing it to the notice of Legislature in due course.

9. This order issues with the concurrence of the Finance Department vide its U.O.No.5466/AH&F/04 dated 23.1.2004 and Additional Sanction Ledger No. 1045.
