--- ORDER In the letter first read above the Government of India have conveyed the Administrative approval for implementation of modified scheme on Strengthening of Database and Information Networking for the Fisheries Sector for all states during Tenth Plan period. The scheme will consist of continuation of catch assessment surveys for estimation of inland Fish Production under the existing scheme of ‘Development of Inland Fisheries Statistics" with additional components on "Information networking, development of geographical information system on important attributes of inland and marine fisheries, surveys on marine fish production and strengthening of head quarters at centre. For conducting surveys, 100% financial assistance is provided by Government of India by way of creation/continuation of certain posts viz. Assistant Director (l) Technical Assistant (1) and Investigator/Statistical Assistants (2). Provision towards traveling allowance and office expenses has also been made. In addition to the above, Financial assistance to the State is also provided under the component "Information Technology for procurement of personal computer and printer at State Headquarter as well as Districts". A Technical monitoring committee’ constituted with the Director of I. A. S. R.I. as Chairman Director of Fisheries of the State Governments as members along with other members will systematically monitor the progress of conducting of the Statistical survey. 2) In the letter second read above, the Director of Fisheries has submitted a revised comprehensive proposal including the salary components of the posts mentioned above, cost of 18 computers for marine districts headquarters cost of computer set-up to be established at state headquarters, cost of enumerator to be appointed for data collection, telephone connectivity, traveling allowance of field staff, stationery and annual maintenance charge of computers to be installed. The scheme is being implemented for four years from 2003-04 to 2006-07. The components of the scheme are catch assessment survey on inland Fisheries, information Technology and Census on Inland Fisheries. The total cost of the scheme is Rs. 68.19 lakhs iv) Expenditure involved for 2003-04 is Rs. 6.80 lakhs for catch assessment survey on inland fisheries Rs. 6 lakhs and Travelling Allowances. for staff the Rs.0.80 lakhs The Director of Fisheries has requested to permit for implementing the scheme as during 2004-2005 as the Financial year 2003-04 was drawing to a close 3)The Government of India in their letter fourth read above have conveyed their financial sanction for 5.50 lakhs for 2003-04 to meet the expenditure on the above scheme as detailed below:
The Government of India have indicated that the amount sanctioned above is provisional and subject to adjustment on the basis of audited figures of actual expenditure incurred by the State Government and the release of Central Government is subject to the condition that there will be no deviation from the approved plan and cost estimates of the project. The objective of the scheme is to develop a comprehensive plan of action at the national level for collection of data on scientific lines under the guidance of Central Inland Capture Fisheries Research Institute, Barackpore with regard to various inland fisheries resources like ponds and tanks, lakes and reservoirs, rivers, lagoons, estuaries, etc. by adoption of statistically supported methodologies developed by the said Institute, for resources assessment and fish catch estimation.
5)Accordingly sanction is accorded to incur an expenditure not exceeding Rs.5.50 lakhs (Rupees Five lakhs and Fifty thousand only) for implementation of the above mentioned scheme on Strengthening of database and Information Networking for Fisheries sector in Tamil Nadu during the year 2004-05 towards the following components
The Director of Fisheries is also permitted to draw and use the following staff from his office for implementation of the scheme.
He is requested to utilise the funds below 30.09.2004. 6) The expenditure shall be debited to respective detailed and sub-detailed head of account under the following head of account:- 2405-00.Fisheries – 800-other expenditure – Schemes in the Tenth Five Year Plan – III Centrally Sponsored – SA. Development of Statistics 01-01 Pay (DPC 2405 00 800 SA 0110) 03- D.A. (DPC 2405-00-800-SA 0316) 04-01 Tour T.A. (DPC 2405.00.800 SA 0414) 76-01 Purchase (DPC 2405 00.800 SA 7614) Necessary funds will be provided in Revised Estimate /Final Modified Appropriation 2004-05. The Director of Fisheries is authorized to incur the expenditure pending provision of funds in the Revised Estimate/Final Modified Appropriation 2004-05. He is also requested to take into account of this expenditure while sending proposals for Revised Estimate/Final Modified Appropriation 2004-05. 7) This orders issues with the concurrence of Finance Department vide its U.O. No. 42763 / AHF, dated 9.7.2004 and the additional sanction lodger No.231.
