ORDER:

In the Government  Order first read above, Government approved the Scheme for the establishment of a Carcass Utilisation Centre at Veterinary College and Research Institute, Namakkal at a total cost of Rs.102.00 lakhs, with 100% Central assistance.  The first instalment amount of Rs.15.00 lakhs released by the Government of India  was also sanctioned in the Government Order first read above.

2. The Registrar, Tamil Nadu Veterinary and Animal Sciences University has subsequently stated that the revised estimate of  cost for the total project is  Rs.1,35,11,545/-.

3. The Government of India has accepted the revised estimate of Cost  of Rs.1,35,11,545/- and has fixed the funding pattern as mentioned below:-

Total grant approved by the Government of India for the Project  :  Rs.1,13,32,000/-

Amount released during 1995-96                          :  Rs.    15,00,000/-

Amount of interest to be deducted                         :  Rs.     3,34,000/-

Balance amount to be released in two
equal instalments during 2003-2004      
        (Ist Instalment)                                             :  Rs.    47,49,000/-
      II instalment (2003-2004)                                 :  Rs.    47,49,000/-

4. The Government of India has released the 2nd instalment of  Rs.47.49 lakhs.  The Accountant General has confirmed that this amount has been credited into the Government of Tamil Nadu Accounts.

5. The Registrar, Tamil Nadu Veterinary and Animal Sciences University has requested to sanction the amount of Rs.47,49,000/- released by the Government of India and the State Government share amount of Rs.21,79,545/- (Rupees 47,49,000 + Rs.21,79,545 = Rs.69,28,545/-).  He has added that this amount has been included in the Revised Estimate proposal for 2003-2004.

6. After careful examination, sanction is accorded for the release of the second instalment amount of Rs.47,49,000/- (Rupees Forty Seven lakhs and forty nine thousand only) towards the establishment of Carcass Utilisation Centre at Veterinary College and Research Institute, Namakkal.

7. The expenditure sanctioned in para 6 above will be debited under a new sub-head of Account to be opened under Demand No.6, Animal Husbandry and Fisheries Department:- 

“2415. Agricultural Research and Education-03. Animal Husbandry-277. Education-Scheme in the Tenth Five Year Plan –01 Schemes shared between State and Centre-U.A – Grants to Tamil Nadu Veterinary & Animal Sciences University for establishing Carcass and By Products Utilisation Centre –09-Grant-in-aid-01. Grants for current Expenditure “. (DPC.No.2415 03 277 UA 0918).

8. The Director of Veterinary Services is the estimating reconciling and Controlling  authority for the above new head of Account.

9.The Pay and Accounts Officer/Treasury Officer concerned is requested to open the above new head of account on their accounts.

10.The Director of Veterinary Services is authorized to draw the sanctioned amount and disburse the same to the Registrar, Tamil Nadu Veterinary and Animal Sciences University after obtaining  the stamped acquittance.  THE director of Veterinary Services is requested to get Utilisation Certificate along with the accounts for the expenditure incurred and to submit the same  to Government of India with a copy marked to this Government.

11.Additional funds to the tune of Rs.47.49,000/- will be  provided in the Revised Estimate / Final Modified Appropriation 2003-2004 under the above head of account.  the Director of Veterinary Services/ Registrar, Tamil Nadu veterinary  and Animal Sciences University is requested to include this amount in the Revised Estimate/ Final Modified Appropriation Proposal for 2003-04 without fail.  The Director of Veterinary Services/ Registrar, Tamil Nadu Veterinary and Animal Sciences University is also requested to send necessary proposals to the finance  Department, for  inclusion of the expenditure in the Supplementary Estimating for bringing it to the notice of the Legislature in due course.

12. The Registrar, Tamil Nadu Veterinary and Animal Sciences University is requested to spend initially Rs.21,79,545/- from its own funds, being the State/University share amount.

13. Pending provision of funds in Revised Estimate/ Final Modified Appropriation 2003-2004 the Pay and Accounts Officer (South) is requested to admit and honour the bills, if otherwise found in order.

14. This order issued with the concurrence of Finance Department vide its U.O.No.494/JS/03, Dated 30.12.2003 and Additional sanction Ledger No.943.
