ORDER:

In the Government Order first read above, orders were issued for the implementation of the Tamil Nadu Livestock Development Project (Phase.II Project) with Danida assistance in 5 districts namely Pudukottai, Ramanathapuram, Sivagangai, Virudhunagar and Thoothukkudi comprising 46 Blocks over a period of 7 years from 1.2.1997  at a total cost of Rs. 27.50 crores. In the Government Order second read above , a sum of Rs. 67.20 lakhs has been sanctioned for replication of the Tamil Nadu Livestock Development Project during the year 2001-2002, in 6 districts namely Thanjavur, Tiruchi, Madurai, Theni, Tirunelveli and Kanyakumari Districts, as Part.II Scheme for the year 2001-2002.  In the G.O. third read above, a sum of Rs.63.49 lakhs has been sanctioned for replication of the Tamil Nadu Livestock Development Project, during the year 2002-2003 in 6 Districts, namely  Dindigul, Perambalur, Karur, Thiruvarur, Nagappattinam and Namakkal.

 

2. The Director of Animal Husbandry in his letter fourth read above has stated that it has been proposed to replicate the Tamil Nadu Livestock Development Project (DANIDA) Scheme in 2844 village panchayats covering 6 districts namely Erode, Salem, Coimbatore, Dharmapuri (including Krishnagiri), Nilgiris and Villupuram at a total expenditure of Rs.1,41,20,460/- from the State funds as well as  Danida funds.  During the 11th Empowered Committee Meeting held on 2.7.2002  also it has been decided that the Government of Tamil Nadu would sanction the expenditure for replication of Tamil Nadu Livestock Development Project in Six Districts including the share of Danida and the same would be reimbursed later.

3. The Government, after careful examination of the proposal of the Director of Animal Husbandry, and duly recommended in the 11th  Empowered Committee meeting, accord sanction to incur an expenditure of Rs.1,41,20,460/-( Rupees one crore forty one lakhs twenty thousand four hundred and sixty only) for replication of the Tamil Nadu Livestock Development Project during  2003-2004 in 2844 villages at the rate of Rs.4965/- (Rupees Four thousand Nine hundred and sixty five only) per  Village Panchayat in 6 districts namely Salem, Erode, Coimbatore, Dharmapuri (including  Krishnagiri), Nilgiris and Villupuram. The expenditure relating to the  following activities will be met from State funds at the rate of Rs.3205/- per Village Panchayat.

4. The expenditure of a sum of Rs.1760/- (Rupees one thousand seven hundred and sixty only) per village panchayat will be met from out of the

Danida funds, for the following activities:

5. The Director of Animal Husbandry is requested to follow the guidelines in respect of  the scheme scrupulously.

6.The Director of Animal Husbandry is requested to send necessary proposals to Government in Finance Department for the inclusion of the above expenditure in Final Modified Appropriation 2003-2004 without fail.

7. The expenditure sanctioned in para 3 above,  for the said project shall be debited to the following head of Account:-

"2403.00 Animal Husbandry-101. Veterinary Services and Animal Health Schemes in the Tenth Five Year Plan-II State Plan-KT. Replication of DANIDA Project in Non-Project areas-09 grants-in-aid-03 Grants for specific schemes(DPC.2403 00 101 KT 0936).

8. The Director of Animal Husbandry is requested to send monthly progress report regarding the replication of the scheme with the details of expenditure incurred for the year 2003-2004 to the Royal Danish Embassy, New Delhi and to the Government in time.

9. Necessary additional funds will be provided in the Final Modified Appropriation 2003-2004. Pending provision of funds the Director of Veterinary Services is permitted to draw the amount to execute the scheme. The expenditure shall be brought to the notice of the Legislature by specific inclusion in the Supplementary  Estimate. The Director of Veterinary Services is also requested to send necessary proposals to Government in Finance Department at the Appropriate time in this regard.

10. This order issues with the concurrence of  Finance Department vide its U.O. No. 5468/AH&F/2004, dated  23.1.2004 and Additional Sanction Ledger No.1046.
