----- ORDER : In the Government order first read above, the Government accorded sanction among other things for implementation of the Tamil Nadu Livestock Development Project Phase-II with Danida Assistance in 5 districts viz. Pudukottai, Ramanathapuram, Sivaganga, Virudhunagar and Thoothukudi comprising 46 panchayat unions over a period of 7 years from 1.2.1997 onwards at a total cost of Rs.27.50 crores. 2. In the Government order second read above, sanction was accorded to utilise a sum of Rs.4,22,46,304/- from the total outlay of Rs.27.50 crores for the implementation of the fifth year of the Danida assisted Tamil Nadu Livestock Development Project (Phase-II) from 1.4.2001 to31.3.2002. 3. The Director of Animal Husbandry has stated that the Empowered Committee in its tenth meeting held on 23.1.2002 approved the following apart from regular agenda:-
4) The Director of Animal Husbandry has sent the following proposal to Government for necessary sanction for implementation for the sixth year of the Tamil Nadu Livestock Development Project. 1. Approval of Action Plan 2002-2003 Annexure-II 2.

Project from 3. Approval for continuing during 2002-2003, the posts sanctioned for fifth year of the project (i.e. during 2001-2002) Annexure – IV. 5) The Director of Animal Husbandry has stated that Tamil Nadu Livestock Development Project is a Training and Extension Oriented Project, wherein the services of the Trainer Veterinary Assistant Surgeons are absolutely necessary and could not be implemented only if all the staff are in position. Then only the objective of the project shall be fulfilled and the funds allotted for this project work could be fully utilised as per the project implementation plan (PIP). Hence he has requested the Government to issue orders sanctioning a sum of Rs.3,85,67,475/- (Rupees Three crores Eighty Five lakhs sixty seven thousand four hundred and seventy five only) from the total outlay of Rs.27.50 crores (Annexure I) for the implementation of the Tamil Nadu Livestock Development Project, Pudukottai in the sixty year (i.e) 2002-2003. 6) The Government after careful consideration of the proposal of Director of Animal Husbandry, accord sanction for a sum of Rs.3,85,67,475/- (Rupees Three crores eighty five lakhs sixty seven thousand four hundred and seventy five only) from the total outlay of Rs.27.50 crores sanctioned in the Government order first read above for implementation of the Danida assisted Tamil Nadu Livestock Development Project (Phase II) in the sixth year (i.e.) 2002-2003 as detailed in the Annexure III of this order. 7) The Government also direct the Director of Animal Husbandry to surrender the following posts:-
The Director of Animal Husbandry is permitted to hire driver for Project Resource Centre in the place of surrendered post. He is also permitted to divert the post of stenographer to Assistant. The expenditure may be debited to the following head of account:-
8) The Director of Animal Husbandry is requested to send monthly progress report regarding the implementation of the scheme with the details of expenditure incurred for the year 2002-2003 to the Royal Danish Embassy, New Delhi as well as to the Tamil Nadu Government in time. 9) This order issues with the concurrence of Finance Department vide its U.O.No.158/JS(SF)/2002-1, dated 5.7.2002.
