ORDER Tamil Nadu has a long coast line with a large potential for employment generation in the Fisheries Sector. Government have decided to set up a Fisheries Development Mission with an aim of giving a fillip to the production and exports of fish by increasing the area coverage both marine and inland in an environmentally sustainable manner. The Fisheries Development Mission will have the objectives of increasing employment potential in the Fisheries Sector and enhancing the returns to the fishing communities. The Mission will seek to integrate various facets of Fisheries development such as increasing marine and inland fish diversity and density by improving fishing technology and establishment of subsidiary industries. 2. In order to ensure the successful launching of the Fisheries Development Mission, Government in the G.O.first read above, constituted Committees for preparing the Fisheries Development Mission Document. The said Committees analysed different issues concerning marine fisheries, inland fisheries and aquaculture and submitted a Mission Document. The objectives of the Fisheries Development Mission are:- To optimize fish yield from small, medium and large reservoirs in the State through an integrated approach. To popularize integrated fish farming in tanks and ponds. To optimally utilize coastal areas for productive utilization and livelihood support for rural poor. To enhance marine fish stocks through sea ranching and setting up of artificial reefs along the coast. To reduce post-harvest losses and improve the landing and berthing infrastructure for marine fishermen. To ensure the safety of artisanael and small scale fishermen at sea. To generate employment opportunities for fisher folk and rural unemployed youth through aquaculture and culture-based capture fisheries. To enable fishermen and fish farmers to get remunerative prices for their harvest through improved marketing infrastructure. To provide nutritional and food security to the population through increased availability of fin and shellfishes and To ensure quality fish and fish products and create awareness among consumers. 3. To fulfill the above Mission Objectives in the Mission period of 5 years the Committee has suggested the following programmes for implementation.
To implement the Mission Development Programme the Committee has suggested availing of funding from the Ministry of Agriculture, National Bank for Agriculture and Rural Development, Marine Product Export Development Authority, National Cooperative Development Corporation, National Institute of Ocean Technology, Department. of Ocean Development, Government of India, Ministry of Food Processing and Industries, Aquaculture Authority etc. The Mission Document envisages a budget estimate of Rs.12.215 crores for one year and Rs.61.075 crores for five years (Mission period). Out of the above estimates, Government of Tamil Nadu's commitment will be Rs.1.4 crores for one year and Rs. 7 crores for five years. The details of the programmes are given in the annexure to this order. 4. The implementation of the above schemes result in the augmentation of both inland and coastal marine fish production to the tune of 500 tonnes from reservoirs (incremental from reservoirs), scampi production of 160 tonnes from tanks and farms and 1000 tonnes shrimps from coastal farms per year. Nearly 4000 beneficiaries will be benefitted from the above 3 programmes. Further the developmental schemes on marine, coastal marine fishing which include sea ranching and artificial reefs programmes will improve the stock enhancement of the coastal waters which will be a boon to the targetted group of fishermen on marine sectors. In the sea ranching programmes even though the percentage of survival is less than 2 per cent, the survived mothers will breed and enrich the waters in millions in future. Some of the ranched species caught during capture fishery operation will improve the export earnings. The expenditure on post harvest support and marketing inputs will be beneficial to marine fishermen indirectly and will be helpful to keep the landing centres and fishing harbours in hygienic condition to the level of international standards and specifications which in turn will boost the export value. The input in marketing side will be helping the consumer to get quality fish for local consumption while the income of the fishermen will be increased substantially. The Research and Development schemes aim at creating awareness among the fishermen and fish farmers by means of scientific improvements and technology. 5. The Fisheries Mission Document envisages the formation of a task force to review the performances by means of effective coordination and regular monitoring of the physical and financial performance of the Fisheries Development Mission Programme. The Director of Fisheries has suggested the constitution of the task force with the following functionaries: 1. The Secretary, AH&F Department - Chairman 2. The Director of Fisheries - Member 3. Representative from CIBA - Member 4. Representative from CMFRI - Member 5. Representative from BOBP - -do- 6. Representative from NIOT - -do- . 7. Representative from DOD - -do 8.Representative from MPEDA - -do- 9. Representative from AAI - -do- 10. Representative from Fisheries College - -do- 11. Representative from AFI - -do-

The Director of Fisheries has requested the Government to accord administrative approval for the Fisheries Development Mission Document and also for the Mission programmes outlined in paragraph 3 above. 7. The Government accept the proposal of the Director of Fisheries in principle. Accordingly Govt. hereby accords administrative approval for the Fisheries Development Mission Document mentioned above, Government also approve in principle the Fisheries Development Mission Programmes mentioned in paragraphs 3 above.The Director of Fisheries is requested to submit detailed project proposals for financial sanction in respect of every scheme outlined in the annexure to this order. In respect of schemes involving institutional funding (including any external assistance for integrated development oriented projects) separate proposals with detailed project reports should be sent to Govt. for sanction and implementation. In all cases Director of Fisheries may indicate proposals for cost recovery. 8. Government also constitute a Task Force with Chairman and members as specified in paragraph 5 above for the purpose of coordinating, monitoring and reviewing of the physical and financial performance of the Fisheries Development Programmes. 9. This order issues with the concurrence of Finance Department. vide its U.O.No. 2417/FS/P/2002 dt 11.7.2002.
