ORDER:
The fishermen of Thengapattinam village and its surrounding areas are demanding that some facilities are to be provided for the safe landing and berthing of their fishing vessels during fishing season. The technical feasibility for construction of a Fishing harbour at Thengaipattinam was examined. The location of the harbour will be at the confluence point of river Tamarabarani with Arabian Sea. The main draw back in the site is the closing of river mouth frequently depending upon the flow in the river and the waves in the sea. Even during the time of opening of the mouth, the vessels could not enter the river orl backwater for safe berthing due to heavy breaking of waves sand in sufficient depth at the river mouth.
2) In order to arrive a permanent solution, it was decided to carry out model studies at the Tamaraparani river mouth. An amount of Rs.5.00 lakhs was released by District Collector, Kanniyakumari from the M.P's local area development fund for the purpose of conducting model studies. The I.H.H, Poondi in association with NIOT, Chennai have conducted the required numerical and physical studies at Thengaipattinam and furnished a report.
3. Based on the above report of I.H.H., Poondi the Superintending Engineer, Fishing Harbour Project Circle Chennai was requested to prepare a detailed estimate for technical clearance by the Director, CICEF, Bangalore.
4. The Director of Fisheries has stated that for preparation of detailed estimate preliminary investigation such as soil testing, surveying and sounding has to be carried out. Hence she has sent proposals for sanction of a sum of Rs.5.00 lakhs for the above work.
5. The Government have examined the proposal of the Director of Fisheries sanction is accorded for incurring an expenditure of Rs.5,00,000/-(Rupees five lakhs only) for conducting preliminary investigation in the proposed site for construction of a Fishing harbour at Thengaipattinam village in Kanniyakumari District under Part II Scheme for the year 2003-2004.
6. The expenditure sanctioned in para 4 above shall be detailed to the following head of account:-
