ORDER:

In the Government order first read above, Government have accorded sanction for implementation of the Tamil Nadu Livestock Development Project  Phase II with Danida Assistance in 5 Districts viz. Pudukottai, Sivagangai, Ramanathapuram, Virudhunagar and Tuticorin comprising  46 blocks over a period of 7 years at a total cost of Rs.27.50 crores.

2. In the G.O. second read above, orders have been issued among other things, permitting the Project Co-ordinator, Tamil Nadu Livestock Development Project  at Pudukkottai and Regional Joint Director of Animal Husbandry of the Project District to operate P.D. Account in their designation for the speedy implementation of the project.  The Government also permitted Regional Joint Directors of Animal Husbandry to utilise project funds relating to their region through operation of P.D. Account in order to ensure integration of the Project efforts with the Line Department for sustainability.

3. In the Government order third read above, orders have been issued for vote on Account for three months as passed by Legislative Assembly for current financial year 2003-2004.

4. In the reference sixth read above, the Director of Animal Husbandry has sent a proposal for Rs.2,76,54,900/- for the implementation of the above project for the seventh year (2003-2004).

5. In the letter eighth read above, the Director of Animal Husbandry has requested the Government to get sanction from the Accountant General, Chennai for 25%of the Budget approval by Empowered Committee for immediate expenditure of the Project.

6. The Principal Accountant General is requested to authorise the Project Co-ordinator, Tamil Nadu Livestock Development Project, Pudukkottai to operate one-fourth of the estimated expenditure i.e. Rs.69,13,746/- (Rupees Sixty nine lakhs thirteen thousand and seven hundred and forty six only) for the year 2003-2004 under the head of account "2403 00 102 PA Livestock Development Project with Danida Assistance through the Personal Deposit A/c for the Project" as detailed below:-
