ORDER :

In the letter first read above the Government of India have conveyed their administrative approval for continuance of the ongoing Centrally Sponsored Scheme National Scheme of Welfare of fishermen for implementation during 2005-06 commencing from 1.4.2005 comprising the following three components, viz.

Development of Model fishermen villages.

Group Accident Insurance of Active Fishermen and Saving - Cum-Relief.

2. The Director of Fisheries in his letter second read above has sent proposals for construction of 2000 houses, 100 tube wells and 10 community halls during the year 2005-2006 at a total cost of 847.50 lakhs. In the letter third read above, the above proposal have been forwarded to Government of India for approval and sanction of their 50% share of Rs.423.750 lakhs.

3. In the letter fourth read above, the Government of India have approved the construction of 2000 houses 96 tube wells and 7 community halls at an estimated cost of Rs.840.05 lakhs and sanctioned a sum of Rs.37,38,000 lakhs as their first installment for implementation of this scheme during the year 2005-06.

4. The Government after careful examination sanction a sum of Rs. 74,76,000/- ( Rupees Seventy four lakhs and seventy six thousands only ) (adding the State Government's equal share of Rs.37,38,000/- ) towards the first installment for construction of 2000 houses, 96 tube wells and 7 community halls under the Centrally Sponsored Scheme of Development of Model Fishermen Villages during the year 2005-06. Necessary provisions available in Budget Estimate 2005-2006. The Director of Fisheries is requested to follow the Government of India's guidelines scrupulously while implementing the scheme. The list of villages wherein these components would be constructed together with the utilisation Certificate in the prescribed format shall be sent to the Government of India under intimation to this Government to obtain further release from them.

5. The construction work of the components sanctioned in para 4 above shall be executed through the panchayat unions under the direct supervision of the concerned District Collectors. The Construction work should be completed within six months from the date of receipt of the funds.

6. The Director of Fisheries is authorised to draw and disburse amount sanctioned in para 4 above to the Director of Rural Development, Chennai.

7. The expenditure sanctioned in para 4 above shall be debited to the following head of account.

"2216. Housing-80. General 800 other expenditure - Schemes in the Tenth Five Year Plan-VI schemes shared between State and Centre - UA. Construction of houses for fishermen-09. grants-in-aid-03. Grants for specific schemes(DPC2216-80-800-UA-0933)".

8. This orders issues with the concurrence of Finance Department vide its U.O.No.67/DS(BK)/06, dated 24.3.2006.
