         facilities—Supply of 25 Nos. of Auto Trailers to the Fisher-
         Women Cooperative Societies orders—issued

I am directed to invite attention to the references cited and to state that in G.O.Ms.No. 164, Animal Husbandry and Fisheries Department, dated 25-6-97, Government have sanctioned Rs.31.80 lakh towards purchase and supply of 100 Motorised Tricycle pertaining to the year 1996-97 and 1997-98 at the rate of Rs.31,800/- per tricycle for supply at free of cost to 100 fisherwomen cooperative societies during 1997-98 from TANSI. Accordingly, Fisheries Department had placed orders with TANSI for the manufacture and supply of 100 Nos. of motorized tricycle fitted with 175 c.c. Engines. But the TANSI could not supply the motorized tricycle due to non approval of design of tricycles by Home (Transport) Department under motor vehicles Act, 1988. That Department has indicated that the question of bringing the tricycles fitted with engines under Motor Vehicles Act is being examined in that Department and it will take some more time to take a final decision in the matter.

In the letter second cited the Director of Fisheries proposed to purchase and supply only 25 Nos. of such auto trailers (5 wheelers) instead of 100 motorized tricycles at the rate of Rs. 1,20,000/- (Rupees one lakh twenty thousand only) each from out of the amount of Rs. 31.80 lakhs as already sanctioned for supply of 100 motorized tricycles by cutting down on the number of beneficiary fisherwomen cooperative societies for distributing it free of cost to fisherwomen cooperative societies.

3.In the letter fourth cited it is viewed that this scheme will meet the twin objectives of increasing the income of fisherwomen cooperative societies as well as making available good quality animal protein to the public and also supply the fisheries in good quality condition quick, transport is essential. Moreover quality fish fetches high rates. In the above reasons thousands of fisherwomen will be benifitted. This will train them in the principles of management.

4.The Director of Fisheries has therfore requested the Government to issue amendment to the Government order cited to purchase 25 auto trailors (5 Wheelers) instead of 100 Motorised tricycles at this amount of Rs.31.80 lakhs for distributing them free of cost to fisherwomen co-operative societies by restricting the number of beneficiary societies.

5. Accordingly, in supercession of the orders issued in the Government order cited, the Government permit the Director of Fisheries to purchase 25 auto trailors (5 Wheelers) instead of 100 motorised trycycles for the amount of Rs. 31.80 lakhs already sanctioned in the G.O.Ms.No.164, Animal Husbandry & Fisheries Department, dated 25-6-97 for distributing at Free of cost to the Fisherwomen cooperative societies.

6. The Director of Fisheries is directed to draw the amount of Rs. 31.80 lakh sanctioned in the Government order first cited and to deposit the amount with Tamilnadu State Apex Fisheries Cooperative Federation under the following Head of account:-

The expenditure is debitable under:-

"2405.00.Fisheries.800. Other expenditure—schemes in the Ninth Five Year Plan. II. State Plan. JR. Assistant to fisherwomen for purchase of Tricycles—09. Grants in aid"
