ORDER :

In the Government Orders second to fourth read above, a sum of Rs. 23,93,96,400/- was sanctioned for disbursement to 1,68,198 marine fishermen and 49,376 marine fisher women, for full 8 months in respect of Zone I comprising 10 districts from Chennai to Ramanathapuram & Zone II (1 District namely Kanniyakumari ) and for 5 months in respect of Zone III

i.e. Thoothukudi and Tirunelveli Districts (2 Districts) under the Saving-cum-Relief Scheme, a component of the Centrally Sponsored National Scheme of Welfare of fishermen for the year 2004-05.

2. The Government of India in their letters first & sixth read above, have released their full 50% share of Rs.5,84,04,011/- under this Scheme for the year 2004-05.

3. The Director of Fisheries in his letter fifth read above, has reported that due to Tsunami on 26.12.2004, 17,724 fisher beneficiaries of Thoothukudi District (Zone III) paid their last 3 months (December 2004 to February 2005) subscriptions of Rs. 39,15,900/- and credited into Government account during March 2005. He has requested the Government to sanction a sum of Rs.78,31,800/- for the left out 3 months to this district under the scheme for the year 2004-2005.

4. Where as, 4568 fisher beneficiaries of Tirunelveli District have not paid their three months share (December 2004 to February 2005) for the same reason. The Director of Fisheries has requested the Government to sanction relief amount for the left out three months to this district also by bearing the beneficiaries contribution by the State and Central Governments equally. The Director of Fisheries has therefore requested to sanction a total sum of Rs.98,87,400/- to the Thoothukudi and Tirunelveli Districts for the year 2004-2005.

5. The Government have examined the proposal of the Director of Fisheries carefully. Sanction is hereby accorded for a sum of Rs.98,87,400/- (Rupees Ninety eight lakhs eighty seven thousand and four hundred only) the left out three months in respect of Thoothukudi and Tirunelveli Districts under the Saving -cum-Relief Scheme for the year 2004-05 as follows:-

 

 

 

6. The Director of Fisheries is requested to address the Government of India to bear the 50% of beneficiaries cost in respect of Tirunelveli District.

7. The Director of Fisheries is directed to send the Utilisation Certificate to this Government / Government of India in the prescribed format.

8. The amount sanctioned in para 5 above, shall be debited to the following head of account :-

" 2405-00-Fisheries - 800. Other expenditure - Schemes in the Tenth Five Year Plan - VI. Schemes shared between State and Centre - UA. Relief Scheme for Tamilnadu Marine Fishermen during lean months - 11. Subsidies - 01.Individual based subsidy (DPC 2405-00-800-UA-1117)

9. Necessary funds are available in Budget Estimate 2005-2006.

10. This order issues with the concurrence of Finance Department vide its U.O. No. 527/JS(KG)/2005 dated 7.12.2005.
