FISHERIES – Tamilnadu Marine Fishing Regulation Act, 1983 – Painting of Mechanised Fishing Boats – Sanction of Rs.42.50 lakhs – Orders – Issued

 ORDER:

             The fishermen of Nagapattinam, Tiruvarur, Thanjavur, Pudukottai, Thoothukudi and Ramanathapuram Districts are engaged in fishing activities in Palk Bay Area.   Due to over congregation of mechanized boats in the area they are not  getting enough fish catches.  For exploitation and economically important species, the mechanized boats fish near International Boundary Line and sometimes inadvertently cross the International Boundary Line (IBL) as rich fishing grounds are situated in and around the International Boundary Line.  Apart from this, due to engine repairs and rough weather conditions, the Tamilnadu boats some times drift  into Sri Lankan waters.  In such cases, the fishermen of Tamilnadu are being fired upon indiscriminately by Sri Lankan Navy which results in loss of human lives. 

2.            Suitable instructions have been issued to he fishermen not to cross International Boundary Line in their own safety and security.  Also instructions have been issued to them to paint their boats with fluorescent colours for easy identification by the patrolling vessels of the Coast Guard and Indian Navy.  However, the fishermen are not painting their boats with the colour prescribed by the Indian Coast Guard.  To follow uniformity and to complete the action of painting the wheel house and fender of about 8,500 mechanised fishing boats in and around Pal Bay and Gulf of Mannar area, the Government have decided to meet the expenditure for painting of mechanized fishing boats for fishermen welfare.  Accordingly, they sanction a sum of Rs.42.50 lakhs (Rupees Forty Two lakhs and Fifty thousand only) for providing fluorescent paint to 8500 mechanised boats at the rate of Rs.500/- (Rupees Five hundred only) per boat as sea safety measures.   

3.         The expenditure is debitable to the following head of account:- 

“2405. 00 Fisheries – 103 Marine Fisheries – Schemes in the IX Five Year Plan – II. State Plan – JP. Sea Safety equipments to active marine fishermen – 09. Grants-in-aid of Grants for current expenditure (DP Code No. 2405.00.103 JP) 

4.         This order issues with the concurrence of Finance Department, vide its U.O.No.224/DS(B)/2001, dated 12.9.2001.
