ORDER:

The Government of India in their letter first read above sanctioned a sum of Rs.100 lakhs under 100% Central grant in aid scheme for the establishment of 3 Piggery Units at District Livestock Farm, Orathanad, Sheep Farm, Mukundarayapram and Chinna Salem and for further strengthening of 3 existing piggery Units at District Livestock Farm, Hosur, Abishekapatti and Chettinadu for the year 1998-99 and subsequently revalidated the same for the year 1999-2000. Based on the above sanction, this scheme has been partly implemented during the year 1999-2000 and a only a sum of Rs.19,85,937/- has been spent.

2. The Government of India in their letter second read above have issued revalidation orders for the unspent amount of Rs.88,14,063/- under integrated Piggery Development Scheme for the year 2000-2001. The above amount could not be utilised due to administrative reasons.

3. The Government of India were again addressed with proposal for revalidation of the unspent balance amount of Rs.88,14,063/- with an additional amount of Rs.2,40,000/- for insurance coverage and transport and requested to sanction the expenditure for the implemented of the scheme.

4. The Government of India in their letter fifth read above have conveyed the approval for re-validation of Rs.88,14,063/- for implementation of the Scheme during the current financial year 2001-2002 subject to the condition that,

(i) No further revalidation will be done;
(ii) Further release if any will be considered only after utilisation certificate for the revalidated amount is furnished, and
(iii) Unutilised amount should be surrounded at the end of 2001-2002.

5. The Government have carefully examined the proposal of the Director of Animal Husbandry and accord sanction for a sum of Rs.88,14,063/- (Rupees Eighty eight lakhs fourteen thousand and sixty three only) for the implementation of integrated Piggery Development Scheme for the year 2001-2002.

Under article 99 of Tamil Nadu Financial Code, the Director of Animal Husbandry is permitted to draw a sum of Rs.60 lakhs(Rupees Sixty lakhs only) as advance towards the purchase of pigs through import by following the conditions stipulated by Government of India. The Director of Animal Husbandry also requested to spend the amount fully without seeking further evalidation from the Government of India.

6.The expenditure shall be debited under the Head of account, "2403-00. Animal Husbandry-105Piggery Development Ninth Five Year Plan-III – Centrally Sponsored Scheme –SA.Scheme for Integrate Piggery Development (DPC No.2403-00-105-SA-0009)".

7.Necessary funds will be provided in the FMA 2001-2002 pending provision of funds. The Director of Animal Husbandry is requested to send necessary proposals to Finance Department in this regard. The Director of Animal Husbandry is authorised to draw and disburse the amount sanctioned above.

8.This order issues with the concurrence of Planning and Development/Finance Department vide its U.O.No.8828/CS/2001-1, Dated 9.10.2001/47/JS(SF)/2002-1, Dated 14.3.2002.
