ABSTRACT

Fisheries - Supply of Kerosene to the motorized traditional crafts in the Districts of Kancheepuram Thoothukudi, Tirunelveli and Kanniyakumari through the Public Distribution System Allocation Orders issued.

ORDER:

Tamil Nadu is having a long coastline of 1076 kms, sustaining the livelihood of 7.60 lakhs Marine Fishermen population. Over the years, due to exploitation of fishing in in-shore waters, catches of fishermen have registered substantial decline. Further in recent times, steep hike in the prices of petroleum products have also added to the misery of fishermen population. In short, the fishing operations of motorized crafts have increased the plight of marine fishermen who are hither to suffering due to low catches and reduced prices of fish in the markets. To mitigate the problem of marine fisher folk, the Government of Tamilnadu have announced a waiver of 100% Sales Tax on the sale of diesel to be used by the mechanized and motorized traditional crafts for fishing from 1.11.2004.

2) Since the traditional motorized crafts which operate on kerosene have not been covered under the " 100% waiver of sales tax " scheme there is a pressing demand from the group of such fisher folk to provide subsidized kerosene to them as the traditional fishing with motorized boats has become highly uneconomical.

3) The Director of Fisheries has now sent a proposal to Government, stating that there are 8620 traditional motorized crafts operating with kerosene in Kancheepuram, Tirunelveli, Thoothukudi and Kanniyakumari District in Tamilnadu and has requested the Government to supply kerosene to fishermen at the rate of 100 litres per month for each traditional motorized craft at the rate of Rs.27.60 per litre ( inclusive of transportation and commission, but exclusive of sales tax) through the Public Distribution System. The Director of Fisheries has stated that the total quantity of supply of kerosene from Public Distribution System to be used by the motorized traditional crafts in those four districts would be around 862 kilo litres per month.

4) The Director of Fisheries has also proposed that the Department of fisheries shall arrange the supply of kerosene through the Tamilnadu State Apex Fisheries Co-operative Federation (TAFCOFED) in Kancheepuram, Tirunelveli and Thoothukudi districts and through the Tamilnadu Fisheries Development Corporation (TNFDC) in Kanniyakumari district, provided that the Commissioner of Civil Supplies makes districtwise allocation of kerosene to be supplied to fishermen for using in motorized traditional crafts.

5) Allotment of Kerosene to Tamilnadu Fisheries Development Corporation (TNFDC) and Tamilnadu State Apex Fisheries Co-operative Federation (TAFCOFED) may be made at the issue price of kerosene at Public Distribution outlets by the Commissioner of Civil Supplies. The margin between PDS issue price and sale price of kerosene to the fishermen after deducting commission and transportation charges may be allowed to be kept as corpus fund for purchase of barrels, establishment of kerosene bunks after receipt of permission from Govt. of India for supply of industrial kerosene to fishermen and for taking up activities for the benefit of fishermen.

6) The Commissioner of Civil Supplies is requested to indicate the wholesalers, from whom kerosene has to be lifted by Tamilnadu Fisheries Development Corporation (TNFDC) and Tamilnadu State Apex Fisheries Co-operative Federation (TAFCOFED). TNFDC and TAFCOFED may be permitted to lift kerosene from wholesaler in instalments based upon demand and they may also be permitted to transport kerosene to fishermen villages and store in barrels.

7) The Government after careful examination accept the proposal of the Director of Fisheries to supply 862 kilo litres of kerosene per month from PDS quota to the fishermen of Kancheepuram Thoothukudi, Tirunelveli and Kanniyakumari Districts at a quantity of 100 litres of kerosene per motorized traditional craft per month at the rate of Rs. 27.60 per litre with the following conditions:-

I) The margin / difference between Public Distribution System issue price and sale price of Kerosene to fishermen after deducting commission to be permitted by Government and transportation charges may be remitted into Government account. As regards establishment of kerosene bunks Director of fisheries is requested to send necessary proposals to Government.

II) Supply of kerosene to fishermen in Kancheepuram, Thoothukudi and Tirunelveli districts will be made through Tamilnadu State Apex Fisheries Co-operative Federation (TAFCOFED) and through Tamilnadu Fisheries Development Corporation (TNFDC) in Kanniyakumari District.

III) The Commissioner of Civil Supplies is requested to make district wise allocation of kerosene to be supplied to the fishermen using kerosene driven motorized craft for fishing activities.

IV) The Collector of the district concerned will indicate the wholesaler from whom kerosene has to be lifted by the Tamilnadu State Apex Fisheries Co-operative Federation (TAFCOFED) and Tamilnadu Fisheries Development Corporation (TNFDC).

V) The Tamilnadu State Apex Fisheries Co-operative Federation (TAFCOFED) and Tamilnadu Fisheries Development Corporation (TNFDC) are permitted to lift kerosene from the wholesalers in installments according to their requirement and they are also permitted to transport kerosene to fishermen villages and store in barrels.

8. The differential cost between the PDS price and sale price of Kerosene supplied to Fishermen shall be credited to "0405-00-Fisheries 800-Other receipts-AP-Differential cost between PDS price and Sale Price of Kerosene supplied to Fishermen "(DPC 0405 00 800 AP 0005)

9. This order issues with the concurrence of Co-operation, Food & Consumer Protection Department vide its U.O No.5 / PS /05, Dated 24.10.2005 / Finance Department vide its U.O.No.77474/AHF /05-1, Dated 25.10.2005.
