From the Director of Fisheries Lr.No.61123 / J2 / 2005, Dated:10.8.2005. ------ ORDER : National Saving-cum-Relief Scheme is one of the components under the Centrally Sponsored Scheme for the welfare of fishermen. This scheme is implemented in this State from the year 1991-92. Under this scheme, a sum of Rs.75/- shall be collected from the eligible Marine fisherman for a period of 8 months in a year during the fishing season. A total of Rs.600/- thus collected for 8 months will be matched with 50% contribution i.e., Rs.300/- each by the State and Central Governments. The total sum of Rs.1200/- thus collected will be distributed to the fishermen during the non-fishing season in four equal monthly instalments of Rs.300/- each. This scheme is being implemented in this State in thirteen coastal districts as per the guidelines prescribed by the Government of India. This scheme is also implemented for marine fisherwomen from the year 2003-2004. 2. The fishing and non-fishing seasons observed in the thirteen coastal districts of Tamil Nadu are as follows :-
3. The Government of India in the letter first read above have conveyed their administrative approval for continuance of this scheme for implementation during the year 2005-2006. 4. In view of the devastation caused by the Tsunami 2004, the Government in the letter second read above have permitted the Director of Fisheries to collect monthly subscription of Rs.75/- from the month of April, 2005 from the eligible marine fishermen/fisherwomen of thirteen coastal districts of Tamil Nadu enrolled under this scheme strictly as per the guidelines of Government of India and to remit it into the Government Account " 0405 - 00 - 800 - AO - 0003 ". 5. The Director of Fisheries has sent proposals for sanction of a sum of Rs. 31,34,07,600 /- for implementation of Centrally Sponsored Saving-cum-Relief Scheme for 1,84,943 Marine fishermen and 76,230 Marine fisher women (Total 2,61,173 beneficiaries) during the year 2005-2006. 6. The Government have examined the proposal of the Director of Fisheries carefully. The Government of India have not accorded its financial sanction so far. However, since the non-fishing months starts from September 2005 to December 2005 in respect of 10 Districts comprised in Zone I, the Government decided to sanction relief amount for 3 months to this Zone at the first instance. Accordingly the approximate relief amount to be sanctioned to one member for 3 months is as follows :-

Pending financial sanction from Government of India, sanction is hereby accorded for a sum of Rs.18,30,45,600.00 ( Rupees Eighteen crores, thirty lakhs, forty five thousand and six hundred only) for disbursement to 1,27,154 marine fishermen and 76,230 marine fisherwomen of 10 coastal districts comprised in Zone I at the rate of Rs.300/- (Rupees three hundred only) per person per month for disbursement during the 3 months from September to November 2005 under the Saving-cum-Relief Scheme for marine fishermen for the year 2005-06. The above expenditure shall be debited under the following head of account :- " 2405-00-Fisheries - 800. Other expenditure - Schemes in the Tenth Five Year Plan - VI. Schemes shared between State and Centre - UA. Relief Scheme for Tamilnadu Marine Fishermen during lean months - 11. Subsidies - 01.Individual based subsidy (DPC 2405-00-800-UA-1117) 8. As soon as the Government of India's share is received separate sanctioned would be accorded for the balance sum of relief amount in respect of Zone I and to the remaining members in respect of Zone II and III. 9. Necessary funds are available in BE 2005-2006. 10. The Director of Fisheries is authorised to draw and disburse the amount sanctioned in para 7 above to the beneficiaries strictly as per the guidelines of Government of India. 11. The Director of Fisheries is directed to send the Utilisation Certificate to this Government/ Government of India in the prescribed format. 12. This order issues with the concurrence of Finance Department vide its U.O.No.368 / JS (KG) / 2005 dated 23.9.2005 (By Order of the Governor) VISHWANATH
