ORDER:

This Government proposes to encourage rural farmers especially women, to run poultry farming etc.

2.  Accordingly, in the letter read above, the Registrar, TANUVAS, has sent project proposals for the implementation of the scheme on "Women Empowerment" through homestead turkey farming by the Self Help Groups (SHGs) in  Theni District,  at an estimated cost of Rs.50.625 lakhs.

3. After careful examination, the project proposal submitted by the Registrar, TANUVAS is approved, with some modifications and sanction is accorded to incur an expenditure of Rs. 10.195 lakhs (Rupees Ten lakhs, nineteen thousand and five hundred only) to implement the scheme of "Women Empowerment" through homestead turkey farming by the Self Help Groups (SHGs) in "Theni District" covering all the five Taluks  namely Theni, Bodinaicknur, Uthamapalayam, Periyakulam and Andipatti in Theni District.

 

4. The details of sanction are given below :-

 

i) Training 

 Rs.1.92 lakhs

ii) Turkey poults

 Rs.4.373 lakhs

 (Rs. 4.375 lakhs by beneficiary)

iii) Feed

 Rs.1.125 lakhs

 (Rs. 1.125 lakhs by beneficiary)

iv) Health Cover

 Rs.0.50 lakhs

v)  Equipment

 Rs.1.875 lakhs

vi) TA

 Rs.0.40 lakhs

Total 

 Rs.10.195 lakhs

(Total Rupees Ten Lakhs Nineteen Thousand and Five Hundred Only)

5. The main objectives of the scheme are as follows:

i)  To popularize turkey farming/rearing as a rural farming, to create self employment and to earn additional income.

ii)  Empowerment of women folk by improving their socio- economic status.

iii)  Impartation of training to the beneficiaries on Turkey farming/rearing etc.

 

6. The scheme will be implemented in collaboration with the following institutions:-    

i)  The Tamil Nadu Veterinary and Animal Sciences University. 

ii)  Department of Animal Husbandry

iii)  Non-governmental organisation/Self Help Groups (SHGs)

 

7.  The outlines of the scheme are as follows:-

 

i)   Selection of 100 Self Help Groups in all the 5 Taluks of Theni District for identification of Trainees/Beneficiaries.

ii)  Offering skill based Training to the beneficiaries.

iii)  Distribution of the inputs (Poults, Feed, Feeder and Waterer)

iv)  Offering Technical Assistance on health cover for good flock management.

The duration of the scheme is for 3 years.

 

8.  The Director of Animal Husbandry  is authorised to draw and disburse the amount sanctioned in para 3 above, to the Registrar, TANUVAS, who is the implementing authority.  The Registrar, TANUVAS, is requested to send the progress report on the implementation of the scheme to the Government.

9. The expenditure sanctioned in para  3 above, shall be debited to the following Head of  Account:

"2403-00  Animal Husbandry - 107. Fodder and Food Development Scheme in Tenth  Five Year Plan - II State Plan JF Scheme for sustainable farming integrated with Animal Husbandry Department - 09. Grants in aid -03. Grants for specific schemes (DPC No.2403 00 107 JF 0933)

10. Necessary funds will be provided in the Final Modified Appropriation 2003-2004 by re-appropriation from the provision  under the detailed head,  80. Lumpsum provision in the above sub head of account.  Pending provision of funds in the FMA 2003-2004, the Director of Animal Husbandry is authorised to incur the expenditure.

 

11. This order issues with the concurrence of Finance Department vide its U.O.No. 65(JS(KG)/Finance/2004, Dated: 6.2.2004.
