ORDER:-

In the letter first read above the Government of India have conveyed its administration approval for continuance of the ongoing Centrally Sponsored National Scheme of Welfare of Fishermen for implementation during 2001-2002, commencing from 1.4.2001. The scheme comprises of the following three components, viz.

Development of Model Fishermen Villages
Group Accident Insurance for Active Fishermen
Saving-cum-Relief Scheme.

In the Government orders, fourth and sixth read above orders have been issued for implementation of the Saving-cum-Relief and the Group Accident Insurance for Active fishermen components respectively during the year 2001-02.

2. In the Government Order seventh read above, orders have been issued for construction of 2000 houses during the year 2001-2002 under the fishermen free housing scheme implemented by the State Government.

3. In the letter second read above, the Commissioner & Director of Fisheries has sent proposals for construction of 2000 houses, 90 tube wells and 4 community halls under the Development of Model Fishermen Village Scheme during the year 2001-2002.

4. In the letter third read above, the proposals of the Commissioner & Director of Fisheries for construction of 2000 houses (Unit cost Rs.40,000/-) 90 tube wells (Unit cost Rs.30,000/-) and 4 community halls (Unit cost Rs.1.75 lakhs) at a total cost of Rs.834.00 lakhs have been forwarded to the Government of India for approval and sanction of its 50% share of Rs.417.00 lakhs, after due examination.

5. In the letter fifth read above, the Government of India approved the construction of 2000 houses, 90 tube wells and 4 community halls and sanctioned a sum of Rs.104.00 lakhs as first instalment of 50% central Government's share.

6. The Government after adding the State's equal share of Rs.104.00 lakhs, sanction a sum of Rs.208.00 lakhs (Rupees two hundred and eight lakhs only) as first instalment towards construction of 2000 houses, 90 tube wells and 4 community halls in Tamil Nadu during the year 2001-2002. The Commissioner & Director of Fisheries is requested to follow the Government of India guidelines scrupulusly.

7. The expenditure sanctioned in Para 6 above shall not constitute an item of New Service and it shall be debited under,

"2216 Housing - 80.General - 800. Other expenditure - Schemes in the Ninth Five Year Plan - VI. Schemes shared between State and Centre - UA. Construction of houses for Fishermen - 09.Grands-in-aid - 03. Grants in specific schemes (DPC 2216 80 800 UA 0933)"

Necessary funds will be provided in Revised Estimate/Final Modified Appropriation 2001-02 by reappropriation from "2225 -Welfare of Scheduled Castes, Scheduled Tribes and Other Backward Classes - 03. Welfare of Backward Classes 283. Housing Schemes in the Ninth Five Year Plan - II. State Plan - JE. Construction of houses for Fishermen - 09. Grants-in-aid - 03. Grants for specific schemes (DPC 2225 03 283 JE 0936).

Pending re-appropriation of funds in Revised Estimate/Final Modified Appropriation 2001-02 the Commissioner & Director of Fisheries is permitted to incur the expenditure.

8. The Commissioner & Director of Fisheries is also requested to send a proposal to Government for reappropriation of funds in Revised Estimate/Final Modified Appropriation 2001-02 and for specific inclusion in the Supplementary Estimate for 2001-02 to brought it to the notice of Legislature.

9. This order issues with the concurrence of Finance Department vide its U.O.No.34/JS(SF)/2002-1, dated 5.3.2002 and the additional sanction Ledger No.793 (Seven hundred and ninety three)
