ORDER:- Under the Centrally Sponsored Scheme of "Development of Marine Fisheries through Motorisation of Traditional Crafts" assistance is extended to the fishermen for installation of Inboard and Outboard motors to the existing crafts. Under this scheme 50% of the cost of engine is given as subsidy limited to a ceiling of Rs.12,000/- (Inboard Motors) or Rs.10,000/- (Outboard Motors) for buying inboard engine or outboard motors respectively which is to be shared equally by the centre and the state Government. The balance 50% cost is to be borne by the beneficiary. A maximum subsidy of Rs.6,000/- per boat for supply of suitable fishing gear to the beneficiary is also given under this scheme. 2. In the letter fourth read above, the Government of India have released a sum of Rs.47,19,000/- towards 50% central grant of subsidy for motorisation of traditional crafts during 2000-2001 on the above pattern as per their administrative approval. In the letter sixth read above, the Government of India have also released a sum of Rs.70,00,000/- on the same pattern for 2001-2002 with the condition that the unspent balance of Rs.47.28 lakhs available with the State Government as on 25.4.2001 should be adjusted during 2001-2002. 3. The Central share of Rs.47.19 lakhs for the year 2000-2001 was not sanctioned for the reason that Finance Department has advised this department to come up for sanction of the scheme during 2001-2002 since the estimate for 2000-2001 had already been finalised. 4. The Commissioner & Director of Fisheries in his letters eight read above has submitted proposals for the sanction of a sum of Rs.234.50 lakhs comprising the centres and states share of Rs.117.25 lakhs each during 2001-2002 ( (I) Unspent central share of Rs.47.19 lakhs for 2000-2001 (ii) central share of Rs.70.00 lakhs for 2001-2002 (iii) the unspent balance of central share available with the Government to the tune of Rs.6,000/-). 5. The Government after careful examination sanction a total sum of Rs.234.50 lakhs (Rupees two hundred and thirty four lakhs and fifty thousand only) being central and state share of Rs.117.25 lakhs each for payment of subsidy for supply of 1500 Outboard Motors/Inboard Engines and subsidy for 908 beneficiaries for the purchase of fishing gears during 2001-2002 and the Commissioner & Director of Fisheries is also instructed to implement the scheme, as per Government of India's guidelines scruplosly. 6. The expenditure sanctioned in Para 5 above shall be debited to the following head of account:-
7. Necessary funds will be provided in the Revised Estimate/Final Modified Appropriation for 2001-2002. The Commissioner & Director of Fisheries is requested to include this item of expenditure while sending proposals for Revised Estimate/Final Modified Appropriation for 2001-2002. The scheme shall however be brought to the notice of the Legislature by specific inclusion in the supplementary estimates for 2001-2002 and the Commissioner & Director of Fisheries is requested to take necessary follow up action in this regard. Pending provision of funds in the Revised Estimate/Final Modified Appropriation for 2001-2002, the Commissioner & Director of Fisheries shall be permitted to draw and deposit the amount in the Personal Deposit account of the Commissioner & Director of Fisheries. 8. This order issues with the concurrence of Finance Department vide its U.O.No.8770/AH&F/2001-1, dated 19.12.2001 and the additional sanction Ledger No.559 (Five hundred and fifty nine).
