ORDER:- 

            In the Chief Minister Review Meeting held on 16.7.2001 and 17.7.2001 it has been decided to handover the 5 patrol boats to Coast Guard for patrolling to ensure safety of marine fishermen and it was also decided to  provide expenditure for periodical maintenance and service as required by the Coast Guard.  During the Collectors conference held from 1st to 3rd August, 2001, it was decided to explore the possibilities of entrusting the boats to Poompuhar shipping Corporation  maintenance while the coastal security group of Police Department will be using these boats for partrolling the Coastal areas of the State.

2.         The Commissioner and Director of Fisheries has requested the Government to sanction a sum of Rs.50.00 lakhs towards the initial maintenance, painting and repair charges for the 5 patrol boats at Rs.10.00 lakhs each for putting all the five patrol boats into the operation and to enable  Fisheries Department to hand over them  to Coast Guad.   Commissioner and Director of Fisheries has further stated that out of the Rs.50.00 lakhs proposed for these five patrol boats, 50% of the proposed cost of Rs.25.00 lakhs may be released to the Coast Guard / deposit to Coast Guard as advance amount, so as to enable them to meet out the initial expenditure towards maintenance, paining and repairing of the Five Patrol boats and make them seaworthy.  The balance amount may be released in a phased manner after getting  the utilization certificate and as and when required by the Coast Guard.

3.         The Government after careful examination of the proposal of the Commissioner and Director of Fisheries, accept the proposal and accordingly, sanction a sum of Rs.25.00 lakhs (Rupees Twenty five lakhs only) (i.e.) 50% of the proposed cost for initial repairs, maintenance, painting of the Five Patrol boats and to make them seaworthy and authorize the Commissioner and Director of Fisheries to hand over the five boats to Coast Guard for a period of one year from the date or handing over of the boats.

4.         The expenditure sanctioned in para 3 above shall be debited to :-

            “2405.00. Fisheries – 103. Marine Fisheries – I. Non-Plan – AK. Implementation of Tamilnadu  Marine Fishing Regulation Act – 18 Maintenance – 09. Others (D.P.Code No. 2405.00.103.AK.1893)

5.         The expenditure sanctioned in paragraph 3 above is on “New Service”.  The approval of the legislature will be obtained in due course.  Pending  approval of the Legislature, the expenditure shall be met by sanction of advance from Contingency Fund, for which orders will be issued by Finance (BG-I) Department.  The Commissioner and Director of Fisheries is requested to send necessary proposal to Finance (BG-I) Department in the prescribed form, enclosing a copy of this order, for sanction of advance from the Contingency Fund.

6.         This order issues with the concurrence of Finance Department vide its U.O.Note No. 83196/A.H&F/2001, dated 30.11.2001.
