From the Commissioiner of Fisheries letter No. R3/17138/96 dated 17-6-97 ---------------------------------- ORDER: In the Government order first read above, the Government sanctioned an expenditure not exceeding Rs. 10.00 lakhs towards purchase and supply of 50 motorised tri-cycles to 50 fisherwomen cooperative societies during 1996-97, at the rate of Rs.20,000/- per tri-cycle. In the Government order second read above, the Government sanctioned an expenditure not exceeding Rs. 17.50 lakhs towards purchase and supply of 50 motorised tri-cycles to 50 fisherwomen cooperative societies during 1997-98 at the rate of Rs.35,000/- per tri-cycle. 2. The Commissioiner of Fisheries, in his letter third read above, has stated that the TANSI has quoted a rate of Rs. 31,800/- per tri-cycle for Manufacture and supply of 50 motorised tri-cycles sanctioned during 1996-97. The Commissioner of Fisheries has, therefore, requested that an additional amount of Rs. 5.90 lakhs may be sanctioned over and above Rs. 10.00 lakhs sanctioned earlier in the Government order first read above for the year 1996-97. 3. The Government, after careful consideration accept the proposal of the Commissioner of Fisheries. The Commissioner of Fisheries has also decided to place orders with TANSI for manufacture and supply of 50 tri-cycles sanctioned for 1997-98 also at the rate of Rs. 31,800/- per tri-cycle. Accordingly, in modification of the orders issued in the Government order first and second read above, the Government sanction a sum of Rs. 31.80 lakhs towards purchase and supply of 100 motorised tri-cycles pertaining to the years 1996-97 and 1997-98, at the rate of Rs. 31,800/- per tri-cycle for supply to 100 fisherwomen cooperative societies during 1997-98. 4. The Commissioner of Fisheries is requested to place orders with TANSI for manufacture and supply of 100 motorised tri-cycles, without resorting to tender procedure, since TANSI, is directly manufacturing the tri-cycles, subjects to the condition that 50% of the sanctioned amount will be released as advance if it is insisted by TANSI and however, the advance will carry bank rate of interest till the vehicles are delivered. The Commissioner of Fisheries is also requested to get an undertaking from TANSI to the effect that they will deliver the 100 tri-cycles at the cost of Rs. 31,800/- each with the specifications indicated by the Fisheries Department. The Commissioner of Fisheries is also requested to ensure that all the 100 tri-cycles are supplied to the 100 fisherwomen cooperative societies during 1997-98 for fish marketing by the fisherwomen, after selecting the fisherwomen cooperative societies on priority basis. he is also requested to obtain the list of the beneficiary societies and send the same to Government well in advance. 5. The expenditure should be debited to "2405.00.Fisheries.800. Other expenditure Schemes in the Nineth Five Year Plan. II. State Plan. JR.Assistance to Fisherwomen for purchase of Tri-cycles.09. Grants-in-aid (DP code No. 2405 00 800 JR 0900). 6. Necessary funds will be provided in the Revised Estimate/Final Modified Appropriation 1997-98 The Commissioner of Fisheries is requested to include the amount while sending proposals for Revised Estimate/Final Modified Appropriation 1997-98 viz. Rs.31.80 lakhs for 100 motorised tri-cycles (so for 1996-97 and 50 for 1997-1998). 7. The expenditure will not be on a "New Service" but should be included in the next supplementary estimates to be presented in the legislature. Pending provision of funds Commissioner of Fisheries is authorised to incur the expenditure. The Commissioner of Fisheries is requested to send necessary proposals to the Government for inclusion of the amount in the next supplementary estimates. 8.
