Minutes of the Ninth Empowered Committee Meeting of Tamil Nadu Livestock Development (DANIDA) Project held on 14/9/2001 and further discussions held on 4.10.2001.

 

ORDER:

During the review meeting held by the Hon’ble Chief Minister, it was decided to replicate the Danida Project in non project areas, and empower link worker couples in all the village Panchayats to provide total Veterinary health care in a phased manner for 5 years at a cost of Rs.1.00 lakh per Panchayat Union in the remaining 336 Panchayat Unions. The total commitment will be Rs.336.00 lakhs and for the current year provision will be made in the budget for Rs.67.20 lakhs.

2. The Scheme of replication of Danida Project in non project areas has been considered as a new scheme for the year 2001-2002 (Part II Schemes) and approved by the Standing Finance Commmittee.

3. The Director of Animal Husbandry has stated that it has been proposed to implement the scheme in 2096 village Panchayat covering 6 Districts at an expenditure of Rs.67.20 lakhs for the year 2001-2002 at the rate of Rs.3205/- per Panchayat for replication of TanlDp. The expenditure on project acitivities will be met from the State funds as given below:-

The Director of Animal Husbandry has therefore requested the Government to sanction an expenditure of Rs.67.20 lakhs to replicate the scheme of TNLDP in non project areas for the year 2001-2002.

4. During the Empowered Committee Meeting held on 14.9.2001, at Chennai, the Committee agreed to meet the following expenditure from Danida funds in addition to State funds.

Mobility cost for the LWC to attend the training at the rate of Rs.10/- x 2 x 18 days

Deworming medicines to the LWCs per Panchayat to enable them to provide Veterinary care in their respective village.

3.

Demonstration inputs to TLF while conducting VBT and meeting cost to link the NGOs and other institutions in the block (20 TLF Rs.20/- per persons of inputs and Rs.100/- per Panchayat for link work)

A meeting was held on 4.10.2001 under the Chairmanship of Secretarty, Animal Husbandry Department with Head of Departments concerned and certain suggestions were accepted towards the proposal of Replication of the TANLDP PROJECT model in non project districts under Part II Scheme for the year 2001-2002. Accordingly, the Government suggested that out of the total number of 12,593 village Panchayats in the State, this project will be implemented in 5 years in 10484 village Panchayats at a total cost of Rs.1.00 lakh per Panchayat Union in the remaining 336 Panchayat Unions. During the year 2001-2002, the project will cover 2096 village Panchayats in 6 Districts namely Thanjavur, Trichy, Madurai, Theni, Tirunelveli and Kanyakumari Districts adjoining the Danida Project districts at a unit cost of Rs.3205/- per Panchayat. The expenditure of Rs.3205/- will be met from State funds and the expenditure amounting to Rs.1760/- will be met from the DANIDA project funds for which approval was obtained in the ninth Empowered Committee Meeting held on 14.9.2001.

6. The Government after careful consideration, of the proposal of the Director of Animal Husbandry and as decided in the meeting held on 4.10.2001, accord sanction to incur an expenditure for a sum of Rs.67.20 lakhs (Rupees sixty seven lakhs and twenty thousand only) for replication of the Tamil Nadu Livestock Development Project during the year 2001-2002 in 6 Districts namely Thanjavur, Trichi, Madurai, Theni, Tirunelveli and Kanyakumari Districts as a Part II Scheme for the year 2001-2002 subject to the condition that the entire sanctioned amount should be spent before 31.3.2002. The project will cover 2096 village panchayats in 6 districts adjoining to Danida Project districts at a unit cost of Rs.3205/- per Panchayat. The following activities will be met from State funds as given below:-

7. As recommended by the Ninth Empowered Committee Meeting held on 14.9.2001 at Chennai, the Government sanction an expenditure of a sum of Rs.1760/- (Rupees one thousand seven hundred and sixty only) per village Panchayat and the expenditure will be met from and out of the Danida funds earmarked for 2001-2002. The sanctioned amount will be spent for the following activities:-

While implementing the scheme the following activities should be followed:-

The LWC training should be split into three or four segments consisting of 10 days, 3 days and 2 days, for effective follow up and contact with Link workers. The training Programmes should be communicated in consultation with the concerned Joint Directors.

The deworming medicine pertaining to LWC should be purchased by the LWC.

The adjoining six districts of project area Thanjavur, Trichy, Madurai, Theni, Tirunelveli and Kanyakumari proposed for replication during the year 2001-2002 is based on the decision taken at the Empowered Committee Meeting held at Chennai on 14.9.2001.

The staff working, in the above said districts will be sensitised by the project co-ordinator, Danida Advisor and PRC unit staff by having orientation training in district in the afternoon without affecting the morning schedule of work.

Director of Animal Husbandry and Director of Veterinary Services are requested to issue necessary instructions to six Regional Joint Directors enabling the training to coducted at convenient places.

8. The expenditure sanctioned in para 6 above for the said project shall be debited to the following head of account :-

"2403-00 Animal Husbandry –101 Veterinary Services and Animal Health Schemes in the Ninth Five Year Plan II State Plan KT Replication of DANIDA Project in non-project areas – 09 Grants in aid – 03 Grants for specific expenses (DPC 2403 – 00 101 KT 0936)

9. The Director of Animal Husbandry is requested to send monthly progress report regarding the implementation of the scheme with the details of expenditure incurred for the year 2001-2002 to the Royal Danish Embassy, New Delhi and to the Government in time.

10. This order issues with the concurrence of the Finance Department vide its U.O.No.179/JS(SF)/2001, dated 2.11.2001.
