ORDER:

In the letter first read above, the Government of India have sanctioned a sum of Rs.2.00 lakhs (Two lakhs only) being the grant-in-aid  for meeting expenditure towards purchase of syringes for Vaccine, identification mark/punch, Sterilizers, Vaccination gums, animal health card etc under Centrally Sponsored Scheme of  Foot and Mouth Diseases Control Programme during the year 2003-2004.

2.The Director of Veterinary Services in his letter second read above has requested the Government to accord administrative approval for Rs.2.00 lakhs for the implementation of the above scheme in Kanyakumari District The Director of veterinary Services has also requested the Government to permit the Deputy Director of Animal Husbandry , Cattle Breeding & Fodder Development, Nagercoil to incur the above expenditure, by following the rules and regulations in force.

3.The Government, after careful examination accord administrative approval for implementation of the 100% Centrally  Sponsored Scheme  of Foot and Mouth Disease control Programme at Kanyakumari District during 2003-2004 and accord financial sanction for Rs.2.00 lakhs (Rs. Two Lakhs only) towards  purchase of Syringes for Vaccine, identification marks/punch, Sterilizers, Vaccination gums animal health card etc., under Foot and Mouth Disease Control Programme. 

4. The expenditure sanctioned in para 3 above shall be debited to a new sub head of account to be opened under Demand No.6, as detailed below:

"2403-00-Animal Husbandry - 101 Veterinary Service and Animal Health" - Schemes in the Tenth Five Year Plan - III Centrally Sponsored - SF Foot and Mouth Disease Control Programme - 24. Materials and supplies (DPC 2403 - 00 - 101 - SF 2407)

5. The Director of Veterinary Services is the estimating reconciling and controlling authority for the above new sub head of account. The Pay and Accounts Office, Treasury Officer are requested to open the above head sub head account in their account. .

6. Funds will be provided in the RE/FMA 2003-2004. The Director of Veterinary Services is requested to include this amount, while sending RE/FMA proposal for 2003-2004, without fail.

7. The Deputy Director of Animal Husbandry, Cattle Breeding and Fodder Development, Nagercoil is permitted to incur the above expenditure  by following rules and regulations in force.

8. This order issued with the concurrence of Finance Department vide its

U.O.No. 66007 / Fin (AH&F) / 03 dt.15.12.2003 and Additional sanction Ledger No.862.
