ORDER:
Saving-cum-Relief Scheme is one of the components under the Central Sponsored National Schemes for the welfare of Fishermen. Thus Scheme is implemented in this State from the year l991-92. Under this scheme, a sum of Rs.75/- (Rupees Seventy Five only) shall be collected from eligible marine fishermen for a period of 8 months in a year, during the fishing season. A total of Rs.600/- thus collected (for 8 months) will be match with 50% contribution i.e. Rs.300/- (Rupees Three hundred only) each, by the State and Central Governments. The total sum of Rs. 1200/- (Rupees One Thousand and two hundred only) thus collected will be distributed to the fishermen during the non-fishing season in four equal monthly installments of Rs.300/-(Rupees three hundred only) each. This scheme is being implemented in 13 Coastal Districts of the state as per the guidelines prescribed by Government of India.
2) In the Government Order 7th read above, the Government sanctioned a sum of Rs. 21,10,28,400/- towards payment relief amount to the beneficiaries (Fishermen) in 13 Coastal Districts being the State and Central Contribution under the Saving-Cum-Relief Scheme and subscription received from the fishermen(1,75,857 fishermen)
3) It is proposed to extend the Saving-cum-Relief Scheme to the Marine Fisherwomen also during the current year 2003-2004. As reported by the Director of Fisheries in the letter 8th read above contribution of Rs.75/- per month is collected from 42,992 Marine Fisherwomen in l3 Coastal Districts.
4) After careful examination of the proposal of the Director of Fisheries the Government sanction a sum of Rs. 1,72,72,650/- (Rupees One crore seventy two lakhs seventy two thousand and six hundred and fifty only) towards the payment of relief amount to 30,192 marine fisherwomen belonging to l0 coastal districts being the State and Central Governments’ Contribution and the subscription received from the marine fisherwomen.
5) The amount sanctioned in para 4 above shall be debited to the following head of account:

6) Pending provisions of additional funds in “Revised Estimates/Final modified appropriations 2003-2004 the bills preferred shall be admitted by the Pay and Accounts Officer/Treasury Officer’s if otherwise is in order. The Director of Fisheries is requested to implement the scheme strictly as per the Government of India’s guidelines. She is also permitted to draw and disburse the amount sanctioned in para 4 above to the 30,192 beneficiaries and send the utilization certificate to this Government/Government of India in the prescribed format. The Director of Fisheries is requested to check that the beneficiary contribution should have been collected and credited to Government Account before releasing of this amount to the beneficiaries (Fisherwomen)
7) This order issues with the concurrence of Finance Department vide U.O.No. 3511/FS/P/2003, dated 20.10.2003.
