3. In the Government order first read above besides issuing orders for implementation of this scheme during the year 2001-2002, it was also ordered to credit the amount collected from the beneficiary every month into Government account by opening a separate receipt head under the major head “0405.Fisheries”.
4. In the Government letter second read above, the Director of Fisheries has been requested to remit the beneficiary contribution under the following new sub-head of account under Revenue Receipts Account:-
0405-00-Fisheries-800.other receipts-A.O. Receipts from fishermen under National Savings-cum-Relief Scheme (DPC.0405.00-800.0003)
5. In the letter third read above, the Director of Fisheries has sent proposals to Government for sanction of a sum of Rs.23,51,95,200/- (Rupees twenty three crores fifty one lakhs ninety five thousand and two hundred only) including the beneficiary contribution, State and the Central Government’s share for disbursement of relief amount to 1,95,996 marine fishermen of Tamil Nadu for the year 2002-2003.
6. In the letter fourth the read above, the proposals of the Director of Fisheries has been forwarded to the Government of India for their administrative sanction for continuance of this scheme during the year 2002-2003 and also for sanction of their 50% share of Rs.587.88 lakhs (Rupees five crores eighty seven lakhs and eighty eight thousand only) to this State.
7. Subsequently in her letter sixth read above the Director of Fisheries has furnished the remittance particulars of the beneficiaries contribution.
8. In their letter seventh read above the Government of India have conveyed their administrative approval for implementation of saving-cum-Relief Scheme during the year 2002-2003. Out of their 50% share, the Government of India have also released a sum of Rs.2,74,40,000/- (Rupees two crores seventy four lakhs and forty thousand only) as first instalment.
9.The Government after careful examination and pending further release of funds from Government of India, sanction the Central and State Government share including the beneficiaries share of Rs.16,22,62,050/- (Rupees sixteen crores twenty two lakhs sixty two thousand and fifty only) for disbursement to 1,39,000 marine fishermen of Chennai to Ramanathapuram districts including Rameswaram who have contributed to the Saving-cum-Relief Scheme for whom the fishing season is over and the non-fishing season has commenced. The details are as follows:-

10. Separate orders shall be issued in respect of Kanniyakumari, Thirunelveli and Thoothukkudi Districts on completion of the fishing season in these districts as well as collection of their monthly contribution in full. The Director of Fisheries is therefore requested to send necessary proposals to Government in respect of these districts at the appropriate stage.
11. The amount sanctioned in para 9 above shall be debited to the following head of account:-
“2405.00-Fisheries-800. Other expenditure-Schemes in the X Five Year Plan –VI.Schemes shared equally between State and Centre –UA. Relief scheme for Tamil Nadu Marine fishermen during lean months-11.Subsidies –01.Invididual based subsidy (DPC.No.2405.00.800.UA 1117”).
Necessary additional funds will be provided in the Revised Estimates / Final Modified Appropriation 2002-2003. The Director of Fisheries, Chennai-6 is requested to include this 1amount in the Revised Estimates /Final Modified Appropriation 2002-2003.
Pending provision of Funds in Revised Estimates /Final Modified Appropriations 2002-2003 the bills preferred shall be admitted if otherwise in order.
The Director of Fisheries is requested to implement the scheme strictly as per the Government of India’s guidelines. She is also permitted to draw and disburse the amount sanctioned in para 9 above to the 1,39,000 beneficiaries and send the utilisation certificate to the government/Government of India in the prescribed format.
12. This order issues with the concurrence of Finance Department --vide U.O.NO.12/JS/TB/02-1 dated 30.10.2002, and Additional Sanction Ledger No.722.
