ORDER:

In the G.O. first read above, a sum of Rs.16,00,21,200/- was sanctioned as relief amount under the Saving -cum-Relief Scheme for the year 2004-05, to 1,68,198 marine fishermen as detailed below:-

 

Subscription collected from fishermen of,

(i) Chennai to Ramanathapuram (10 districts, Jan. 04 to Aug. 04 - 8 months)

(ii) Kanniyakumari District (April 04 to Aug.04 - 5 months)

(iii) Thoothukudi and Tirunelveli districts (July 04 to Aug. 04 - 2 months)

2) Similarly, in the Government Order second read above, a sum of Rs.2,97,34,200/- was s sanctioned to 25,307 marine fisher women of

Chennai to Ramanathapuram districts under this scheme for the year 2004-2005. It was also ordered therein that separate sanction would be accorded for the 25,686 left out marine fisher women for the year 2004-05.

3) In his letters third and fifth read above, the Director of Fisheries has requested, 

to sanction State and Central Governments contribution together with the beneficiaries contribution collected from the fishermen / fisher women beneficiaries in Kanniyakumari, Thoothukudi, Thirunelveli, Nagapattinam, Thanjavur, Tiruvarur, Pudukottai, Ramanathapuram (including Rameswaram) districts for the remaining fishing period for the year 2004-05;

to sanction the beneficiary contribution which was not collected due to Tsunami for three months for Dec 2004, January and February 2005, and corresponding State and Central Governments share in respect of Thoothukudi and Thirunelveli districts for the year 2004-2005; and,

to implement the scheme in 2005-2006 by bearing the beneficiary contribution also for five months from Jan 2005 to May 2005 by State and Central Governments equally.

4) The proposal of the Director of Fisheries has been examined in detail. As per the proposals of the Director of Fisheries at para 3(i) above, a sum of R.2,48,20,500/- has been collected from 54,852 marine fishermen and 24,069 marine fisher women and remitted in Government account under the scheme for the year 2004-2005 as indicated below:-

5) The Government have therefore accord sanction for a sum of Rs.4,96,41,000/- (Rupees four crores ninety six lakhs forty one thousand only) towards relief amount for 54,852 marine fishermen and 24,069 marine fisher women as indicated in para 4 above from whom subscription to the tune of Rs.2,48,20,500/- has been collected and remitted into Government account under Saving-cum-Relief Scheme a component of the Centrally sponsored National Scheme of Welfare of Fishermen for the year 2004-2005.

6) The Director of Fisheries is requested to furnish utilisation certificate in the prescribed format to Government of India and to obtain the Government of India's balance share without fail.

7) The other two proposals of the Director of Fisheries in para 3(ii) and 3(iii) above will be decided in due course after taking a decision in the matter.

8) The amount sanctioned in para 5 above shall be debited to the following head of account:-

"2405 - 00 Fisheries - 800 Other expenditure - Schemes in the Tenth Five Year Plan - VI Schemes shared between State and Centre - UA Relief

Scheme for Tamil Nadu Marine fishermen during lean months - 11 Subsidies - 01 Individual based subsidy(D.P Code 2405-00-800-UA-1117)"

9) This order issues with the concurrence of Finance Department - vide its U.O. No.91/JS(KG)/05-1, dt.22.03.2005.
