ORDER:

In the Government Order first read above the Government has authorized to draw 25% of the anticipated expenditure in respect of ISOPOM scheme as approved by standing committee, pending release of first installment by the Government of India and sanctioned Rs. 289.77 lakhs under Oilseeds, Rs. 161.930 lakhs under Pulses, Rs.145.420 lakhs under Oilpalm and Rs. 24.380 lakhs under Maize totaling Rs. 621.50 lakhs under ISOPOM .

2. The Government of India in their letter second read above has sanctioned its first installment share of Rs 500 lakhs towards the Central Share of expenditure for the implementation of ISOPOM Scheme during 2007 – 2008.

3.The Director of Agriculture in his letter fourth read above has now forwarded a proposal towards release of first installment of Central assistance and also stated that it was inclusive of the amount authorized by the Standing Committee in the Government Order first read above and to adjust accordingly and also requested the Government to sanction the proposal forwarded for the release of first installment of Government of India share towards implementation of ISOPOM during 2007 –2008 as follows:

4.The Government after careful consideration accord sanction a sum of Rs. 668.706 lakhs (Rupees six hundred and sixty eight lakhs Seventy thousand and six hundred only) Government of India share Rs. 500.00 lakhs and State share Rs. 168.706 lakhs) for the implementation of centrally sponsored integrated scheme of Oilseeds, Pulses Oil Palm and Maize (ISOPOM/ during the year 2007-2008 as per details enclosed in the annexure. (which includes the amount already authorized in the reference 1st cited).

5. The expenditure sanctioned in para 4 above shall be debited in the following head of account:-

7. The Central Assistance received under the scheme shall be credited in the following head of account:-

1601 – Grants – in-aid from Central Government 04-Grants for Centrally Sponsored Plan Schemes – 139 – Crop husbandry – Commercial Crops – AE Development of Oilseeds General Area – Oilseeds Production Programme (DPC 1601-04-139-AE – 0008)

and

1601 – Grants – in-aid from Central Government 139 – Crop Husbandry Commercial Crops – A.G – Development of Oilseeds Development Programme Special Component for SC/ST (DPC 1601 – 04 –139 – A.G – 0008)

8.The Government permit the District Joint Directors of Agriculture to draw advance sanctioned in the Annexure-III to this order for the component infrastructure development and works have to be executed through the Executive Engineer (Agricultural Engineering / PWD) of the concerned district.

9. The Government permit the Joint Director of Agriculture of the district concerned to draw the total amount required as advance sanctioned in the Annexure-III to this order for implementing Officers training in Co-ordination with Tamil Nadu Agricultural University/ Government of India Institutions and necessary adjustment bills should be presented within the prescribed time.

10. The Government authorize the District Joint Directors of Agriculture /Assistant Directors of Agriculture to draw the required amount per training as advance sanctioned in the Annexure-III to this order to conduct the farmers training as per the target in the district.

11. The Government permit the District Joint Directors of Agriculture concerned to draw advance sanctioned in the Annexure-III to this order as per the target for conduct of Officers Training/ Farmers Training.

12. The advance bill drawn by the concerned drawing officers should be adjusted by the drawing officer within the stipulated time.

13.The Director of Agriculture shall ensure that the scheme components should be implemented in a cluster approach so as to ensure that combined impact of all components result in desire increase in productivity. The Director of Agriculture shall also ensure to procure stock and distribute quality seeds for better productivity and key components should be assigned to the districts based on previous year performance.

14. The Director of Agriculture shall ensure that at least 24% of the total assistance should flow to SC/ST farmers (16% to SC farmers and 8% to ST farmers) in the implementation of the above schemes under centrally sponsored Integrated Scheme of Oilseeds, Pulses, Oilpalm and Maize (ISOPOM) as per the guidelines issued by the Government of India during the current financial year 2007-2008.

15. The Director of Agriculture shall also ensure that the above schemes are implemented in accordance with the guidelines issued by Government of India and physical targets are achieved without any shortfall.

16.The Director of Agriculture ensure that at least 15% of the programme should involve Non-Government Organization/Self Help Groups.

17. The Director of Agriculture is further instructed to send the monthly progress report to reach by 5th of subsequent month to Government and also to Government of India both physical and financial achievements should invariably be sent to the Joint Secretary (TMOP), Department of Agriculture and Co-operation, New Delhi and Directorate of Oilseeds Department, Ministry of Agriculture (Department of Agriculture and Co-operation). Telhan, Bhavan, Himayet Nagar, Hyderabad. The Director, Directorate of Pulses Development, Vindhyachal Bhavan, Bhopal, Madhya Pradesh State and Technical Officer (OILPALM). Government of India, Technology Mission on Oilseeds and Pulses.

18. This order issues with concurrence of the Finance Department Vide its U.O. No.45777/Agriculture/2007, dated 24.7.2007.
