ORDER

In the G.O.first read above orders were issued according sanction for the implementation of the Seed Village Scheme under the Central Sector Scheme Development and Strengthening of infrastructure facilities for production and distribution of Quality Seeds during 2006-2007 at a cost of Rs.200.00 lakhs.

2. Under the Central Sector Scheme Development and Strengthening of infrastructure facilities for production and distribution of Quality Seeds, in the letter second read above the Commissioner of Agriculture has sent the proposal for Seed Village Scheme assistance for distribution of Foundation/Certified Seeds to farmers and training programme at a cost of Rs.200.00 lakhs during 2007-2008. In the letter third read above the above proposal has been forwarded to Government of India for their approval and financial sanction.

3. In the G.O.fourth read above among other things a sum of Rs.50.00 lakhs has been sanctioned towars 25% of the anticipated expenditure for the implementation of the Seed Village Programme and that the Director of Agriculture has been authorized to draw the above amount for continuance of the above scheme for 2007-2008.

4) The Government of India in their letter fifth read above have conveyed the sanction for the release of Grants-in-Aid amounting to Rs.200.00 lakhs to the Government of Tamil Nadu for implementation of Seed Village Programme i.e. Rs.155.00 lakhs for Seed Distribution and Rs.45.00 lakhs for farmers training during 2007-2008.

5) In the letter 6th read above the Director of Agriculture has requested the Government to issue Government orders for the implementation of the scheme during 2007-08. He has also informed that in anticipation of sanction orders, as perG.O.Ms.No.193, Agri, (B&P) department dated 18-5-2007. the scheme is being implemented with the sanction amount of Rs.50.00 lakhs under Distribution of Seeds.

6) The Government after careful consideration accord sanction for the implementation of the Seed Village Scheme under the Central Sector Scheme "Development and Strengthening of infrastructure facilities for production and distribution of Quality Seeds" during 2007-2008 at a cost of Rs.200.00 lakhs (Rupees Two hundred lakhs only) as detailed below:-

7) The amount sanctioned in para 6 above is inclusive of the amount of Rs.50.00 lakhs authorized in the G.O.4th read above for the implementation of Seed Village Programme. Hence Director of Agriculture is directed to draw and disburse the remaining amount of Rs.150.00 lakhs (Rupees one hundred and fifty lakhs only) for implementation of the above scheme during 2007-2008.

8) Necessary additional funds of Rs.9990 thousand will be provided in RE/FMA 2007-2008. Pending provision of such funds the Director of Agriculture is authorized to draw and disburse the amount sanctioned in para 6 above. The Director of Agriculture is also directed to send necessary proposal to Government in Finance department to include this item of expenditure in the First Supplementary Estimate 2007-2008 without fail.

9)The expenditure sanctioned in para 6 above shall be debited to the head of account mentioned in the Annexure to this order.

10) The implementing agency should follow the terms and conditions stipulated by the Government of India in their letter fifth read above for implementing the scheme.

11) This order issues with the concurrence of Finance Department vide its U.O.No.47024/Agri/2007 and date 20-7-2007 and ASL No.523
