ORDER:-
The Government of India in their letter dt.23.4.07 have conveyed their approval for a sum of Rs.6055.55 lakhs (i.e.Rs.5450.00 lakhs as Central Share and Rs.605.55 lakhs as State share) to Tamil Nadu for implementation of the Schemes under Macro Management of Agriculture during the year 2007-08 as detailed below based on the revised Work Plan proposals for Rs.6750/- lakhs under Macro Management of Agriculture for 2007-08 sent by the Commissioner of Agriculture.

2. In the Government order third read above, pending release of Ist instalment of funds by the Government of India, the Director of Agriculture and the Chief Engineer(AE) have been authorized to draw a sum of Rs.1306.230 lakhs being the 25% of the anticipated expenditure in respect of the Macro Management of Agriculture Schemes approved by the Standing Committee.
3. In the Government order fourth read above administrative sanction has been issued to the schemes under Macro Management of Agriculture implemented in Tamilnadu to the tune of Rs.6055.55 lakhs (Rs.5450/- lakhs as Central Share and Rs.605.55 lakhs as State Share) .
4. Now, the GOI in their letters fifth and sixth read above, have released a sum of Rs.2725.00 lakhs (Rs.2180.00 lakhs as Grants-in-aid and Rs.545.00 lakhs loan) being the 50% of its share as first instalment under Macro Management of Agriculture for 2007-08. As per the norms of the Macro Management Mode, the State has to release its full share of Rs.605.55 lakhs so as to enable the GOI to release its second/final instalment.
5. The Director of Agriculture has now requested the Government to sanction a sum of Rs.3330.55 lakhs (Rs.2725/-lakhs as 50% GOI share and Rs.605.55 lakhs as full State’s share) as first instalment for implementation of the schemes under Macro Management of Agriculture in Tamil Nadu during 2007-08 as detailed below:-

This amount is inclusive of the amount of Rs.1306.23 lakhs which is already authorized by the Government in the Government order third read above.
6. The Government after careful consideration, accord sanction for a sum of Rs.3330.55 lakhs (Rupees Three thousand three hundred and thirty lakhs and fifty five thousands only) (GOI share Rs.2725/- lakhs +State share Rs.605.55 lakhs) as first instalment for implementation of the schemes under Macro Management of Agriculture in Tamilnadu during 2007-08. The amount of Rs.1306.23 lakhs sanctioned in the Government Order third read above based on the authorization by the Standing Committee shall be adjusted in the above sanction and permitted to draw the balance amount of Rs.2024.32 lakhs be released as first instalment.
7. The pattern of assistance by Centre and State is in the ratio of Rs.90:10.
8. The annual outlay approved by the Government of India, amount to be sanctioned in the first instalment and amount already authorized by the Standing Committee are given in the Annexure I to this order.
9. The Sub-headwise requirement of fund under Macro Management of Agriculture for 2007-08 are given in the Annexure II to this order.
10. Necessary funds will be provided in the RE / FMA 2007-08. Pending provision of such funds, the Director of Agriculture, the Chief Engineer(AE) and the Member Secretary, Planning Commission are authorized to draw and disburse the amount sanctioned in Para 6 above for implementation of the scheme during 2007-08. The Heads of Department concerned are directed to include the item of expenditure while sending the RE / FMA 2007-08 proposal without fail.
11. The guidelines of Government of India in implementing the schemes are to be followed without any deviation.
12. The Director of Agriculture, Chief Engineer (Agricultural Engineering) and Member-Secretary (State Planning Commission) are directed to issue suitable executive instructions to the officers concerned for the implementation of the schemes.
13. Under Innovative scheme "Promotion of SRI Technology on cluster basis", the district Joint Directors of Agriculture are authorised to draw an advance of Rs.5000/- per cluster under Article 99 of TNFC Vol.(I) for conducting training to farmers/labourers in each cluster and under "Support to Farmers Interest Groups" for conducting training to the farmers. The district Joint Directors of Agriculture are also authorised to draw the amount sanctioned for Promotion of Micro Enterprise activities through TANWABE and deposit it in the SB Account for TANWABE Group.
14. Under Balanced and Integrated use of Fertilizers, the Director of Agriculture is authorised to draw an advance for the Purchase of Computers/accessories in the component "Purchase of Analytical instruments for the establishment of new Soil Testing Laboratories/Pesticide Testing Laboratories" through ELCOT.
15. The Director of Agriculture is authorised to draw the amount sanctioned for NWDPRA and to deposit it in the P/D Account of TAWDEVA for implementation of the scheme.
16. The Director of Agriculture is also authorised to draw the amount sanctioned under "TOT Training for Extension staff" and disburse it to the Comptroller, TNAU for conducting the training.
17. The Chief Engineer(Agricultural Engineering) and Member Secretary (State Planning Commission) are requested to send consolidated Monthly/Quarterly /Annual Progress Reports and Utilisation Certificates to the Director of Agriculture, Chennai-5. The Director of Agriculture is requested to consolidate and send them to Government for onward transmission to Government of India, Ministry of Agriculture, Department of Agriculture & Co-operation, New Delhi.
18. This order issues with the concurrence of the Planning, Development and Special Initiatives and Finance Departments vide their U.O.No.5191/CSS/07 dated 28.6.2007 and U.O.No.12/DS(NT)/07 dated 16.7.2007 respectively and Additional sanction ledger No.492 (Four hundred and ninety two).
