ORDER:-

The Government of India in their letter first read above had approved  the Work Plan under Macro Management of Agriculture Schemes for Rs.5111/- lakhs (Rs.4600.00 lakhs as Central Share and Rs.511/- lakhs as State Share ) with some observations.

2.  Subsequently, based on the revised Work Plan proposals for Rs.6750/- under Macro Management of Agriculture Schemes for 2007-08 sent by the Commissioner of Agriculture in his letter second read above, the Government of India in their letter third read above have allocated a sum of Rs. 6055.55 lakhs (Rs.5450.00 lakhs as Central share and Rs.605.55 lakhs as State Share) to Tamil Nadu as indicated in Annexure –I to this order subject to some observations.

3. The Director of Agriculture in his letter  sixth read above, has requested the Government to issue administrative approval to the total outlay of Rs.6055.55 lakhs (Rs.5450/- lakhs as Central share and Rs.605.55 lakhs as State Share) for implementation of the Macro Management of Agriculture Schemes during 2007-08.

4. Now, the Government after careful consideration of the proposal of the Director of Agriculture accord administrative approval for implementing the Macro Management of Agriculture Schemes for a sum of Rs. 6055.55 lakhs as indicated in the Annexure I &  II to this order.

5.  The amount sanctioned in the Government Order sixth read above, based on the authorization by the Standing Committee, shall be adjusted/ deducted at the time of release of first instalment

6.  The pattern of assistance by Centre and State is in the ratio of Rs.90:10.

7.  The expenditure for the schemes shall be debited to the head of account indicated in the Annexure II to this order.  The relevant heads of accounts with break up details for Rs.6055.55 lakhs is given in the Annexure III to this order.

8.  The guidelines of GOI in implementing the schemes are to be followed without any deviation.

9. The Director of Agriculture, Chief Engineer (Agricultural Engineering) and Member-Secretary (State Planning Commission) are directed to issue suitable executive instructions to the Officers concerned for the implementation of the schemes. 

10.The Director of Agriculture is permitted to draw the funds as and when the funds are released for the schemes.

11. Under Innovative scheme  “Promotion of SRI Technology on cluster basis”, the district Joint Directors of Agriculture are authorised to draw  an advance of Rs.5000/- per cluster for conduct of training to farmers/labourers in each cluster and under “Support to Farmers Interest Groups” the Joint Directors of Agriculture are authorised to draw the amount sanctioned as advance for conducting the training to the farmers. The district Joint Directors of Agriculture are also authorised to draw the amount sanctioned  for Promotion of Micro Enterprise activities through TANWABE and deposit it in the SB Account  for TANWABE Group as per the financial sanction.

12. The Director of Agriculture is authorised to draw an advance for “Purchase  of Computers/accessories for Computers,  Purchase of Analytical instruments for establishment of new Soil Testing Laboratories/Pesticide Testing Laboratories” through ELCOT as per the financial sanction.

13. The Director of Agriculture is  authorised to draw the amount sanctioned for NWDPRA and  to deposit  it in the P/D Account of TAWDEVA for implementation of the scheme as per the financial sanction.

14. The Director of Agriculture is also authorised to draw the amount  sanctioned  under “TOT Training for Extension staff” and disburse it to the Comptroller, TNAU for conducting the training as per the financial sanction.

15. The Chief Engineer (Agricultural Engineering) and Member Secretary (State Planning Commission) are requested to send consolidated Monthly/Quarterly /Annual Progress Reports and Utilisation Certificates to the Director of Agriculture, Chennai-5.  The Director of Agriculture is requested to consolidate and send them to Government for onward transmission to Government of India, Ministry of Agriculture, Department of Agriculture & Co-operation, New Delhi.

16.This order issues with the concurrence of the Planning, Development and Special Initiatives and Finance Departments vide their U.O.No.4507/CSS/2007-1dated.10.6.2007 and U.O.No.11/DS(NT)/07 dated 14.7.2007 respectively.
