ORDER:-

The Director of Agriculture in his letter sixth read above has stated that the Government of India has requested to formulate and submit the state Annual Action Plan for implementation of ISOPOM during 2007-2008. Accordingly, the Director of Agriculture, Chennai has sent the state Annual Action Plan proposal to the Government of India at a total cost of Rs.2587.915 lakhs ( GOI share Rs.1934.726 lakhs and State share Rs.653.189 lakhs ).

2. The Government of India in their letter fourth read above has conveyed the administrative approval for the implementation of the ongoing Centrally Sponsored ISOPOM during 2007-2008 for an amount of Rs. 2587.915 lakhs including Rs.1934.726 lakhs as GOI share.

3. In the reference 5th cited, 25% of the anticipated expenditure has been authorized against pending release of first instalment by Government of India for the ongoing Centrally Sponsored Schemes / Schemes shared between State and Centre.

4. The Director of Agriculture, Chennai in his letter sixth read above has therefore requested the Government to accord administrative approval for implementation of Integrated Scheme of Oilseeds, Pulses, Oilpalm and Maize during 2007-2008 as approved for an amount of Rs.2587.915 lakhs, Government of India share being Rs.1934.726 lakhs as below:-

5. The Government after careful consideration accord administrative approval for implementation of ISOPOM during 2007-2008 at a total cost of Rs.2587.915 lakhs (Two thousand, five hundred and eightyseven lakhs, ninetyone thousand and five hundred only) as per the details enclosed in the annexures to this Government Order.

6. The expenditure sanctioned in the para 5 above shall be debited under the following head of accounts:-

7. The Central Assistance received under the scheme shall be credited to the following head of account:-

1601-Grants-in-aid from Central Government 04-Grants for Centrally Sponsored Plan Schemes – 139-Crop husbandry-Commercial Crops-AE Development of Oilseeds general area – Oilseeds Production Programme (DPC 1601-04-139-Agricultural Engineering-0008)

and

1601-Grants-in-aid from Central Government-139-Crop husbandry Commercial Crops – AG-Development of Oilseeds Development Programme – Special Component for SC/ST

(DPC 1601-04-139-Accountant General-0008)

8. The Director of Agriculture shall ensure that the scheme components should be implemented in a cluster approach so as to ensure that combined impact of all components result in desire increase in productivity. The Director of Agriculture shall also ensure to procure stock and distribute quality seeds for better productivity and key components should be assigned to the districts based on previous year performance.

9. The Director of Agriculture shall ensure that atleast 24% of the total assistance should flow to SC/ST farmers ( 16% to SC farmers and 8 % to ST farmers) in the implementation of the above schemes under Centrally Sponsored Integrated Scheme of Oilseeds, Pulses, Oilpalm and Maize (ISOPOM) as per the guidelines issued by the Government of India during the current financial year 2007-2008.

10. Amount authorized in the reference 5th cited should be adjusted in the first release of financial sanction.

11. Necessary financial sanction will be issued separately as and when Government of India share is released.

12. The Director of Agriculture shall also ensure that the above schemes are implemented in accordance with the guidelines issued by Government of India and physical targets are achieved without any shortfall.

13. The Director of Agriculture ensure that atleast 15% of the programmes should involve Non-Government Organization/Self Help Groups.

14. The Director of Agriculture is further requested to send the monthly progress report to reach by 5th of subsequent month to Government and also to Government of India both physical and financial achievements should invariably be sent to the Joint Secretary (TMOP), Department of Agriculture and Co-operation, New Delhi and Directorate of Oilseeds Department, Ministry of Agriculture ( Department of Agriculture and Co-operation), Telhan Bhavan, Himyat Nagar, Hyderabad. The Director, Directorate of Pulses Development, Vindhyachal Bhavan, Bhopal, Madhya Pradesh and Technical Officer (OILPALM), Government of India, Technology Mission on Oilseeds and Pulses.

15. This Order issues with concurrence of the Finance Department vide its U.O. No.10/DS (NT)/2007 Dated 14.07.2007.
