Agriculture-Scheme for Procurement and Distribution of certified Paddy And Millet Seeds-Implementation-Continuance of the scheme during 2007-08 Orders issued.

ORDER: 

The supply of certified seeds to the farming community at appropriate time and at reasonable price is the object of the scheme for Procurement and Distribution of certified seeds of paddy and millets.  This scheme is under implementation in the State from 1976-1977 onwards by the Department of Agriculture. 

2.  The Commissioner of Agriculture in his letter 2nd read above has submitted proposals for the continuance of the scheme during 2007-2008 at a total outlay of 2875.73 lakhs (for Paddy Rs.2156.81 lakhs and for Millet Rs.718.92 lakhs). 

3.  The Commissioner of Agriculture has stated that the Procurement and distribution of certified seeds of paddy and millet for 2007-2008 is an ongoing scheme where certified seeds are to be distributed to the farming community at appropriate time and at reasonable prices for increasing the food production.  This process has to be continued every year and the seeds are procured from the seed farm ryots as per price fixed under the price policy of the Government.  The Commissioner of Agriculture has therefore requested the Government to accord sanction for continuance of the scheme during 2007-2008. 

  1. 4.         The Government after careful examination of the proposal of the Commissioner of Agriculture have decided to continue the scheme for procurement and distribution of certified seeds of paddy and millets during 2007-2008 within the Budget Provision made in Budget Estimate 2007-08 i.e. 2875.73 lakhs.
  2. I.      The Scheme of procurement and distribution of certified Seeds of paddy and millets be continued during 2007-2008 with a physical target of 18,000 M.Ts. of Paddy seeds and 450M.Ts of Millet seeds.
  3. II.      Government sanction a sum of Rs.2875.73 lakhs (Rupees Twenty eight crores, Seventy five lakhs and seventy three thousand only) as detailed in the annexure I to this order.
  4. III.      The trading activities on seeds shall be restricted to National Programmes only as ordered in G.O.Ms.No.150, Agriculture Department, dt.9.3.1993.
  5. IV.      The Director of Agriculture shall pursue immediate action in consultation with the authorities concerned on the issue of price fixation for foundation, certified and truthfully labeled seeds to ensure that cost recovery is worked out in a realistic matter so that hidden subsidy is neutralized.
  6. V.      The paddy and millet seeds be procured and distributed as per the price policy.  The orders on the price policy will be issued separately.
  7. VI.      The Director of Agriculture should review every month the programme of production of seeds and its distribution.
  8. VII.      The Director of Agriculture is permitted to purchase new full gunnies for procuring paddy and millet seeds by adopting open tender system through the Director General of Supplies and Disposals, Kolkatta.
  9. VIII.      To pay an advance of 1.2% of the cost of material plus service tax for inspection charges to Director General of Supplies and Disposals, Kolkatta in case Director General of Supplies and Disposals, float tender on behalf of Commissioner of Agriculture.
  10. IX.      The Joint Directors of Agriculture of respective districts are permitted to purchase polythene bag or cloth bags or Hussin bags or gunny bags of various sizes for small packing for Paddy seeds and millet seeds (viz) 20 Kgs and 10 & 5 Kgs. Size etc. following the tender procedure and subject to the limit of financial powers delegated to them.
  11. X.      The subsidy to be sanctioned for the supply of Paddy and Millet seeds to farmers under ICDP (Rice) for 2007-08 shall be adjusted against the expenditure under this scheme by per contra credit to the detailed head “77Deduct recoveries-03-other recoveries” of 2401-00-103-JB (DPC 2401-00-103-JB-7738) and 2401-00-789 JA (DPC 2401-00-789-JA-7738)
  12. XI.      The expenditure on items such as cost of paddy and millet seeds, cost of gunnies and cloth bags and Hussin bags and cost of transport should be restricted to the amount sanctioned in item (ii) above.
  13. XII.      The Government ratify the action of the Commissioner of Agriculture in having continued the scheme beyond 1.4.2007 in anticipation of the orders of the Government.
  14. XIII.      The Commissioner of Agriculture is requested to achieve the target in full and the cost is fully recovered from seed sales.
  15. 5.         The amount sanctioned above shall be debited to the following heads of accounts:- 
    1. 1.      “ 2401-00-Crop Husbandy-103 seeds-Scheme in the Eleventh Five Year plan-II State Plan-JB Procurement and distribution of Paddy and millet seeds”. 
    2. 2.      “ 2401-00-Crop Husbandy-789 special Component Plan for schedule castes-Schemes In the Eleventh Five Year Plan-II. State Plan- JA Procurement and distribution of Paddy and Millet Seeds 
    3. (DP Code No.2401-00-789-JA- 0002). 

6.  The sale proceeds under this scheme shall be credited to “0401-00-Crop Husbandry-103 Deeds-AC-Distribution of improved seeds of paddy and millets” 

(DPC 0401-00-103-AC-0007)

7.This order issued with the concurrence of the Planning and Development and special Initiatives and Finance Departments vide their U.O.No.4086/PR2/2007-1, dated 21.5.07 and U.O.No.33164/Agri./07, dated 10.7.07 respectively.
