ORDER
In the G.O. first read above, Government accorded revised administrative sanction for implementation of Coconut Development Board assisted schemes in Tamil Nadu during 2006-07 at an outlay of Rs.707.100 lakhs of which the share of the Coconut Development Board, kochi was 666.475 lakhs and the share of the State Government was Rs.40.625 lakhs. In the G.O. second read above Government accorded sanction for a sum of Rs.633.500 lakhs (share of the Board Rs.592.875 lakhs and share of the State Government Rs.40.625 lakhs) for implementing the Coconut Development Board assisted schemes.
2. In their letter third read above, the Coconut Development Board, Kochi has conveyed its approval for the implementation of the following projects at a total cost of Rs.380.00 lakhs of which the share of the Coconut Development Board is Rs.345.625 lakhs and shre of the State Government Rs.34.375 lakhs) for the year 2007-08 as detailed below:-

3. Based on the above administrative approval of Coconut Development Board,. the Commissioner of Agriculture has sent proposals for the implementation of the Coconut Development Board assisted schemes during 2007-08 at a cost of Rs.380.000 lakhs, of which the share of Coconut Development Board will be Rs.345.625 lakhs and the share of State Government will be Rs.34.375 lakhs (for the components “Production and Distribution of TXD hybrids and other released varieties” and “Establishment of Regional Coconut Nurseries” which are shared between the State and Centre on 50:50 basis)4. The following schemes at a cost of Rs.109.750 lakhs will be directly implemented by the Coconut Development Board in Tamil Nadu:-

5. The Government after careful consideration, accord administrative approval for implementation of Coconut Development Board assisted schemes in Tamil Nadu during 2007-08 as indicated in the Annexure –I to this order at an outlay of Rs.380.00 lakhs (Rupees Three crore and eighty lakhs only) of which the share of the Coconut Development Board, Kochi is Rs.345.625 lakhs and the share of the State Government is Rs.34.375 lakhs and also accorded financial sanction for 25% of the anticipated expenditure in the G.O. 5th read above based on the estimated Administrative sanction subject to availability of funds in B.E 2007-2008. Further release will be made on receipt of amount from the Coconut Development Board, Kochi.
6. The amount sanctioned in para 5 above shall be debited to the relevant heads of account mentioned in Annexure –II to this order.
7. The amount receivable from the Coconut Development Board and the receipts by sale of Seedlings under the scheme shall be credited to the relevant receipt heads of account mentioned in Annexure –III to this order.
8. The Director of Agriculture shall send periodic detailed reports to Government on the implementation of the schemes for information and review. He is also requested to ensure that the assistance from Coconut Development Board is received in time and utilized at the earliest.
9. The receipts accrued from the sale of seedlings under the TXD schemes shall be intimated to Coconut Development Board without fail. These receipts shall be shared by the Board and the State Government on 50:50 basis. The sale price of seedlings has to be fixed at such rates as may render the implementation of scheme on no loss, no profit basis.
10. The Progress reports in respect of each scheme indicating physical and financial achievements including the receipts accrued, if any, shall be furnished to Coconut Development Board regularly by the 10th every month. In addition to the physical and financial progress reports, quantitative report on the outcome of the programme shall be sent to Coconut Development Board with reference to the objective of the programme.
11. The Director of Agriculture is also requested to ensure that the utilization certificate and details of unspent balance, if any, are furnished to the Coconut Development Board / Government in time.
12. The operational guidelines and other directions issued by the Coconut Development Board shall be followed strictly while implementing the schemes.
13. This orders issues with the concurrence of Finance Department vide its U.O.No.40148 / Agri / 2007 dated 28.6.2007.
