ABSTRACT

Agricultural Engineering – Purchase of Five Combined Harvester and two Transplanters through loan from Nationalised Bank – Sanction of Margin Money – Orders – issued.

ORDER:

The Honourable Minister for Agriculture, while moving the Agricultural Demand, announced that 5 numbers of Combined Harvesters at a cost of Rs.64/- lakhs and two numbers of transplanters at a cost of Rs.2.20 lakhs will be purchased during 2000-2001. Out of the total cost of Rs.66.20 lakhs, 25% of the cost will be sanctioned as marginal money by the Government.

2. Based on the above announcement, the Chief Engineer (AE) had sent a proposal to Government for the purchase of five Combined Harvesters, at the rate of Rs.8.00 lakhs per machine and two Transplanters at the rate of Rs.1.10 lakhs at a total cost of Rs.42.20 lakhs. Out of the above amount, 25% will be borne by the Government as margin money and the balance will be met by availing loan from the Nationalised Banks. The loan shall be channelised through Tamil Nadu Agro Engineering and Service Co-operative Federation Limited (AGROFED) as was done or previous occasions. The combined Harvesters and Transplanters will be procured by the AGROFED and leased to Agricultural Engineering Department on lease-cum-sale basis. The Chief Engineer (AE) has assured to send a draft lease-cum-sale agreement separately in consultation with the Managing Director, Tamil Nadu Agro Engineering and Service Co-operative Federation Limited.

3. The Government after careful consideration accept the proposal of Chief Engineer (AE). The Government, accordingly sanction the purchase of five combined Harvesters and two Transplanters at a total cost of Rs.42.20 lakhs. (Rupees Forty Two lakhs and Twenty Thousands only). Out of the total cost of Rs.42.20 lakhs, the Government sanction a sum of Rs.10.55 lakhs (Rupees Ten lakhs and fifty five thousands only) 25% as Margin money. The Balance amount of Rs.31.65 lakhs (Rupees Thirty One lakhs and Sixty Five Thousands only) shall be met by availing Bank loan from a Nationalised Bank through the Tamil Nadu Agro Engineering and Service Co-operative Federation Limited at Prime Lending Rate.

4. The Government permit the Chief Engineer (AE) Chennai-35 to hire out the five Combine Harvesters at the rate of Rs.850/- per hour and the Transplanter at the rate of Rs.600/- per hour. The Chief Engineer (AE) shall repay the Bank Loan, with interest, through Tamil Nadu Agro Engineering and Service Co-operative Federation Limited from the Revenue realised by hiring these machines in seven annual instalments.

5. The Chief Engineer (AE) shall submit necessary proposal separately after consulting Managing Director, Tamil Nadu Agro Engineering and Service Co-operative Federation Limited to obtain the Bank Loan from the Nationalised Bank.

6. The expenditure sanctioned in para 3 shall be drawn and paid to AGROFED after the Bank Loan from Nationalised Bank is sanctioned.

7. The expenditure sanctioned in para 3 above shall be debited to the following new head of account to be opened under Demand No.52.

"4401-00 Capital outlay on Crop Husbandary 113 Agricultural Engineering Schemes in the Ninth Five Year Plan – II State Plan JC. Marginal Money Assistance for the purchase of Combined Harvesters and Transplanter 19. Machinery and Equipments 01 purchase."

8. The Chief Engineer (Agrl.Engineering) (Code No.0105) is the estimating, reconciling and controlling Authority for the above new head of account.

9. The Pay and Accounts Officers / Treasury Officers are requested to open the above new sub-head of account in accounts.

10. The expenditure sanction in para 4 above is on a ‘New Service’ and approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be initially met by an advance from the Contingency Fund of the State, orders regarding which will be issued from Finance (BG) Department. The Chief Engineer (AE) is requested to send necessary proposal to Government, Finance (BG I) Department for sanction of Advance from the Contingency Fund in the prescribed Form and with a copy of this order and draft supplementary Note for the inclusion in the Supplementary Estimates to Government Finance (BG I) Department.

11. This order issues with the concurrence of Finance Department vide its U.O.No.188/JS(F)/2000-1, dated 13.7.2000.
