ORDER:
In the Government order first read above, orders were issued from the implementation of the Centrally Sponsored Scheme of Integrated Cotton Development Project in Tamil Nadu during 1999-2000 at a total cost of Rs.275.62 lakhs.
2. The Government of India, in this letter second read above have conveyed the administrative approval for the continued implementation of the above scheme under Mini-Mission.II of the Technology Mission on Cotton during 2000-2001 at a total cost of Rs.556.30 lakhs at 75:25 hasis between Central and State Government.
3. Based on the administrative approval of the Government of India. the Director of Agriculture has in his letter third read above submitted proposal for the sanction of Rs.556.30 lakhs ( with Central share of Rs.417.22 lakhs and State's share of Rs. 139.08 lakhs for the implementation of th intensive Cotton Development Programme under MM.II of Technology Mission on Cotton in Tamil Nadu during 2000-2001.
4. The Government after careful consideration accord sanction for the implementation of the Centrally Sponsored Scheme "Intensive Cotton Development Project under Mini-Mission.II of Technology Mission on Cotton at a total cost of Rs. 556.30 lakhs (Rupees five Cropres fifty six lakhs and thirty thousand only) during 200-2001 as detailed in the 'annexure' to this order in all the district of Tamil Nadu except Nilgiris, Kanyakumari, Kancheepuram and Thiruvallur Districts.
5.The Government permit the Joint Director of Agriculture of the concerned districts, to draw an advance of Rs.10000/- and Rs.85,000/- at a time for conducting one Farmers Training and one Integrated Pest Management Demonstration cum training respectively.
6. The Director of Agriculture is directed to submit proposals for the Establishment of the two Bio-Control Agent Laboratory in Tamil Nadu during 200-2001 immediately for the approval of the Government.
7. The Director of Agriculture is directed to ensure that the small / marginal farmers are given top - priority and that atleast 20% of the benefit flow to scheduled casts farmers and 10% of scheduled Tribe farmers. The Director of Agriculture is also directed to implement the scheme utilising the service of the existing staff. The Director of Agriculture should ensure that the financial targets of the programme are fully achieved and that the allocation made for the components are properly utilised without any deviations as any expenditure incurred otherwise would have to be borneby the state. The Director of Agriculture is requested to send the monthly progress reports to the Agriculture Commissioner, Government of India. 14, Rakji Bhai. Kamani Marg, Ballard Estate, Mumbai and to the Government in the Agriculture Department on or before 10th of every subsequent month. The Government of India guidelines should be strictly adhered to
8. The expenditure sanctioned in para 4 above shall be debited to the following head of account
(a) 70% of expenditure for General Component (Rs.453.91 lakhs)

(b) 30% of the expenditure for Special Component Plan component (Rs.102.39 lakhs)

9. The Director of Agriculture is also directed to send necessary supplementary note to Finance (BG.I) Department to surrender the excess provision available in the Budget Estimate 200-2001
10. This order Issues with the concurrence of the Finance Department vide its U.O.No.49009/Agri/2000.1 Dated: 6.7.2000
