ORDER:

In the G.O. first read above the Government while issuing the guidelines for sanction of lease of Government Wastelands have prescribed that the following three categories are eligible for applying for lease of Government Wastelands.

  1. I)      Corporate House
  2. II)     Small Companies
  3. III)     Co-operative Societies.

2.  In the G.O. second read above the Government issued orders to include the   Self Help Groups which are economically sound with a minimum of five years track record and Federation of Self Help Groups also as a category of agency eligible for consideration under the Comprehensive Wasteland Programme in Tamilnadu for leasing of Government Wastelands under category of below 8 Ha.  In the above G.O. the Government also ordered that detailed guidelines would be issued separately.

3.  In the letter third read above  the Collector of Thoothukkudi district has stated that as some of the economically sound Self Help Groups with the track record of one year are also interested in applying for lease of Government Wastelands below 8 ha category, the eligibility period may be reduced to one year from five years. In the Letter fourth read above the Collector of Sivaganga has stated that there are 3467 women Self Help Groups functioning in Sivaganga District.  Most of the Self Help Groups are functioning for the past four years only. These groups are economically sound. The collector has requested to issue revised guidelines on including self-help groups, which are economically sound, with a minimum of two years track record and credit rated as per Mahalir Thittam guidelines. In the letter fifth read above the Collector of Namakkal has stated that the response from the Self Help Groups to the above scheme is very poor and requested the Government to consider relaxing the norms of minimum period of five years track record. In the letter sixth read above the Collector of Tiruvallur has stated that there are no Self Help Groups with a minimum of five years track record and no Federation of Self Help Groups have been formed so far in Tiruvallur district.  He has requested the Government to relax the five years of track record to one year of track record.

4.  In the Fifth High Level Committee meeting held on 19.9.03 under the Chairmanship of Chief Secretary to Government, it was decided to issue necessary orders in respect of Federation of Self Help Groups/ Self Help Groups to relax the norms based on the recommendations of the Collectors concerned.

5.  The Government after careful consideration of the requests of the above Collectors and in consultation with the SW & NMP department approves the guidelines appended to this order for the sanction of lease to Self Help Groups, Federation of Self Help Groups to be followed in addition to guidelines issued in G.O.MS.No. No. 189 Agri, dated 2.7.2003

Guidelines to be followed by  Self Help Groups and Federation of Self Help Groups in addition to guidelines issued in G.O. MS. No.189, Agri, dated 2.7.2002.

All existing Federation of Self Help Groups and Self Help Groups, which are eligible on the basis of Credit rating that is Credit rate passed Self Help Groups and Federation of Self Help Groups with a minimum of one year track record may be considered. All landless labourers and farmers having a land holding of less than 1.00 acre Dry land  or 0.50 acre wet land holding can also be included under this scheme.

 2.   Federation of self Help Groups and Self Help Groups seeking lease should be economically sound and the credit rate passed Self Help Groups / Federation having sufficient fund in savings for developing / doing agricultural activities, etc. in the land meant for lease to them can be considered.

3.  Preference should be given to Federation of Self Help Groups / Self Help Groups having experience in agro-based activities with market tie-up in such products.

4.  Exclusive women Self Help Groups / Federation of Self Help Groups are to be given preference over other Self Help Groups for any particular block of land.

5.  While allocation of lands to Self Help Group’s and Federation of Self Help Groups exclusive SC/ST Groups may be given preference over others.

6.  Federation of Self Help Groups and Self Help Groups should not seek assistance or subsidy from Government to develop the leased Government wastelands since land itself is allocated on a very nominal lease rent.  However the grantee can pledge the leased Government Wasteland and obtain loan from nationalised banks for development.

7.  There can be a point of convergence so that groups which have been given wasteland can be recommended for loan through Swarna Jayanthi Gram Swarozgar Yojna and 10% of Swarna Jayanthi Gram Swarozgar Yojna Economic Assistance can be given for wasteland projects.

8.  Trainers team can be set up at district level to train Self Help Groups and Federation of Self Help Groups on Wasteland promotion, technical consultations etc.

9. The lease deed shall be executed by the District Collector after ascertaining the authenticity of surplus funds through records (Bank pass books etc,) as stipulated in the guidelines.

10. That any land allocation on lease under this scheme should not be Given directly or indirectly to NGOs and that the NGOs should not have any hold / right over the land leased on the Self Help Groups promoted/ facilitated by them.
