ORDER: 

            In the G.O.first read above, sanction was accorded for implementation of the Central Sector Scheme (CSS) of Minikit Programme of Rice including propagation of Improved Crop Production Technology during 1999-2000 with an outlay of Rs.15.00 lakhs. 

            2) In the letter second read above, the Government of India have conveyed its administrative approval to implement Rice Seed Minikit Demonstration Programme at an outlay of Rs.26.66 lakhs and to organise State Level Training Programme during 2000-2001.  The Director of Agriculture in his letter third read above has requested the Government to accord  financial sanction to implement the above scheme. 

            3) In the Budget Estimate 2000-2001, a sum of Rs.24.71 lakhs has been included towards expenditure on the above said scheme

             4) Government after careful consideration sanction a sum of Rs.26.66 lakhs (Rupees Twenty Six lakhs and sixty six thousand only) to the Director of Agriculture towards implementation of Rice Seed Minikit Demonstration Programme under the Central Sector Scheme of Minikit Programme of Rice including propagation of Improved Crop Production Technology during the year 2000-2001 as detailed below:

            5) The Government also direct that 6 numbers of State Level Training (SLT) on Improved Cereal Crop Production Technology, 3 each for Kharif cereals and Rabi/Summer Cereals will be organised by the Tamil Nadu Agricultural University.  The Tamil Nadu Agricultural University will get the expenditure reimbursed directly by the Director of Rice Development, Government of India.  The Project Director, Directorate of Rice Research, Hyderabad will impart National Level Special Orientation Training Programme on Rice Production Technology to 5 officers of the Directorate of Agriculture, Government of Tamil Nadu.  The expenditure on Rice Seed Minikit Demonstration Programme will initially be met from the State funds and subsequently by the expenditure recouped from the Directorate of Rice Development, Government of India.

             6) While implementing the Scheme, the Director of Agriculture is requested to follow the following:

      i)  to follow the guidelines of the Government of India and achieve the physical target without any shortfall;

     ii)  to arrange for enclosing with each kit a leaflet containing the package of practices to be adopted in the cultivation of the variety;

    iii)  to collect about 10% of the cost of seed minikits from the farmers and utilise the amount for organising Kisan Mela, bringing out literature on rice cultivation and preparation of Video films etc. to disseminate Improved Rice Production Technology to farmers;

    iv)  to submit a consolidated reimbursement claim bill along with utilisation certificate to the Director, Directorate of Rice Development, Patna for minikits distributed in Kharif season by October 2000 and for minkits distributed for Rabi/Summer season by February 2001 for the recoupment of expenditure;

    v)   to send monthly progress report to the Director, Directorate of Rice development, Patna with copies to the Agriculture Commissioner, Ministry of Agriculture, Department of Agriculture and Co-operation, Krishi bhavan, New Delhi and to Government in Agriculture Department, Chennai-9.

   vi)   to arrange for deputation of officers to the State Level Training on Crop Production Technology organised by the Tamil Nadu Agricultural University, Coimbatore and the National Level Special Orientation Training Programme conducted by the Directorate of Rice Research,  Hyderabad as per guidelines issued by the Government of India; and

   vii)  to constitute a monitoring committee for close superivsion of the programme as per guidelines of Government of India.

 7) The Government also ratify the action of the Director of Agriculture in having issued 'go ahead' orders to all Joint Directors of Agriculture to implement the above said scheme, in anticipation of sanction from Government.

 8) The additional expenditure of Rs.1.95 lakhs over and above B.E.2000-2001 will be included in R.E/FMA 2000-2001.  Pending  inclusion, the Director of Agriculture may be permitted to incur the expenditure.

 9) The expenditure on travelling Allowance and Daily allowance of the Officers deputed for training shall be debited to the service head of account from which their pay and allowances are drawn.

10) The Registrar, Tamil Nadu Agricultural University shall arrange for organising the State Level training in consultation with the Director of Agriculture.

11) The expenditure sanctioned in para 4 above shall be debited to the following heads of account: 

1)     70% of the expenditure under Seed Minikit Programme (Rs.18.66 lakhs) :-   

            "2415 Agricultural Research Education-01.Crop Husbandry - 004 Research - Schemes in the Ninth
             Five Year Plan - III Centrally Sponsored  - AS.Minikit  Programme of Rice and Coarse Cereals -
              69.Procurement of Agricutlural Inputs". (DP Code 2415-01-004-SA 6904).

2)     30% of the expenditure under Seed Minikit Demonstration Programme (Rs,8,00 lakhs)

            "2401.00 – Crop Husbandry - 796 Tribal Area - Sub-Plan Schemes in the Ninth Five Year Plan - III 
            Centrally Sponsored - SA Schemes for Intensive Cultivation Demonstration in SC/ST areas under
            Minikit Demonstration in Coarse Cereals - 69, Procurement  of  Agricultural Inputs".
            (DP Code 2401  00 796 SA 6904).

12) The amount collected from farmers and Government of India's assistance shall be credited under   
     "0401-00 Crop Husbandry - 103 Seeds - AJ reimbursement of expenditure on Minikits from 
      Government of India (DP Code 0401-00-103-AJ 0001).

13) This order issues with the concurrence of Finance Department vide its U.O.80800/Finance/2000, dated: 10.11.2000.
