ORDER:
Consequent on the announcement made in the budget speech, the Chief Engineer (Agrl. Engg.) has submitted proposals for the sum of Rs.30 crores to implement Drip Irrigation System and Sprinkler Irrigation system during the Financial year 2003-2004.
2. In the Government Order read above, Government have already issued orders for implementation of Drip and Sprinkler Irrigation System under Centrally Sponsored Scheme for a sum of Rs.490.090 lakhs.
3. Implementation of micro-irrigation programmes going on since 1992 - have shown significant results in terms of yield increase, productivity gains and reduction in consumption of water and electric power. The Government had examined the whole issue thoroughly; based on the proposals received from the Chief Engineer (AE) and the Government order already issued vide reference second read above, Government sanction a sum of Rs.25.10 crores (Rupees Twenty five crores and ten lakhs only) for implementation of Drip Irrigation System and Sprinkler Irrigation System with 25% subsidy during the year 2003-2004. The crops and cost of installation for which the subsidy is given are indicated in the Annexure to this order. The modalities on the implementation of the Scheme are as follows:-
- 1) The Chief Engineer (Agrl. Engg.) is the implementing Agency for the scheme.
- 2) The Scheme should be implemented with the cost for the crops listed in the Annexure and the installation cost should not exceed as noted in the Annexure.
- 3) The subsidy is restricted to 25% for all the crops, for applicants @ cost per hectare per crop as detailed in Annexure as per Government of India norms and maximum subsidy for one farmer is not to exceed Rupees One lakh.
- 4) The Scheme will be implemented in all districts in Tamil Nadu
- 5) Preference shall be given to Dark, and Grey Blocks identified by the Ground water Authorities.
- 6) The preference will also be given to implement this in respect of electric pumpset irrigated lands.
- 7) The scheme shall be implemented from 1.10.2003 as per the Government of India norms prescribed for Drip Irrigation and Sprinkler Irrigation system Schemes.
- 8) The Chief Engineer (AE) shall send the progress report on the scheme to the Government regularly.
4. The expenditure sanctioned in para 3 above shall be debited to the following new Sub Head of Account of Account to be opened under Demand No.5, Agriculture
2401 00 Crop Husbandry – 119 Horticulture and Vegetable Crops – Schemes in the Tenth Five Year Plan – II state plan – "KX State Scheme for drip and Sprinkler to cover farm pumpsets particularly in ground water stressed blocks. 11 subsidies 1 individual based subsidy".

The Chief Engineer (Agricultural Engineering) is the estimating reconciling and controlling authority for the above new Head of account. The Pay and Accounts Officers / Treasury Officers are requested to open the above new Head of Account in their Accounts.
The expenditure sanctioned in para 3 above constitute an item of "New Service" . approval of Legislature will be obtained in due course. Pending approval of Legislature, the expenditure will be initially met from Contingency Fund of the State Government. The Chief Engineer (Agricultural engineering) is requested to send necessary proposal to finance (BGI) Department to sanction of advance from Contingency Fund in the prescribed from A with a with a copy of this order and also requested to send draft supplementary note for inclusion of amount in the Supplementary Estimate 2003-2004.
This order issues with the concurrence of the Finance Department vide its U.O.No. 285/JS(TB)/2003, Agriculture dated 7.10.03 and the additional sanction ledger No.560.
