 Agriculture - Chief Minister's  Mass Tree planting Scheme Implementation in 75 Panchayat Unions during 1997-98- Orders - Issued.

 ORDER:

            On 15.3.97 during discussion the Demand for Agriculture, An announcement regarding the implementation of a Tree lanting Scheme Viz. "Chief Minister's Mass Tree Planting Scheme" for protecting the interests of people by bringing more rain was made on the floor of the Legislative to be implemented in selected 3 Panchayat Unions of all districts with effect from 3.6.97.  For Implementation of the scheme the Director of Agriculture sent consolidated proposals to Government in consultation with the district Collectors in his letter read above.

             2. The Director of Agriculture has reported that tyhe scheme will be implemented in 75 Panchayat Unions of the State.  In each Panchayat Union, Tamrind and Neem seedlings will be planted on either side of rural roads covering 25 Kms. at a rate of Rs.9.80 lakh per Panchayat Union.  The total expenditure for implementation of the scheme in 75 Pancyayat Unions will be Rs.7.35 crores.  He has therefore requested that the above amount may be sanctioned early.  e has dded that by way of implementation of the scheme, a revenue of Rs.65.34 crores will accrue in another ten years.

             3. The Government have carefully examined the proposals and issue the following orders:-

 (a)      The Chief Minister's Mass Tree Planting Scheme shall be implemented with effect from 3.6.1977

  1. (b)      Trees shall be planted in a distrance of 25 Kms. in even Panchayat Unions .  The total panchayat Unions shall be 75 in all the districts except the Nilgris District at the rate of selected three Panchayat unions per district.
  2. (c)      The distance between two seedlings shall be 8 metres and 250 Nos. of seedlins shall be planted on both sides of the road.  Tamrind, Neem Pungam and Illuppai Seedling shall be planted.  In certain eligible places, palm trees ahll also be planted.
  3. (d)      The scheme shall be implemented by the following officials of each district committee formed for the purpose:-

                       

                        1. District Collector                                      --     Chairman

                        2. District Joint Director of Agriculture           --     Member Secretary

                        3. District Forest Officer                               --     Member

                        4. Project Officer                                         --     Member

                             (District Development Council)

             The Director of agriculture shall be the Co-ordinator of the scheme

                      4. The Director of Agriculture is requested to send a progress report on the implementation of the scheme to Government along with his remarks on the first week of every month.

             5. Sanction is accorded for a sum of Rs.7.35 crores (Rupees Seven Crores and Thirty five lakhs only) for the implementation of the Chief Minister's Tree Planting Scheme in 75 Panchayat Unions as stipulted in para 3 above.

             6. The Director of Agriculture is authorised to draw and disburse the amount sanctioned in para 5 above to the District authorities for the implementation of the scheme.   Further he shall maintain the required accounts and bills for the purpose of audit.

             7. The expenditure shall be debitable to the following head of account

             "2455 - Other Agricultural Programme - 60 Others -

            800 other expenditure - Schemes in the Ninth Five Year Plan--

            II State plant -- JC Chief Minister's Tree Growing scheme

            for the welfare of the people".

             8. The scheme shall be treated as "New Service" and the expenditure shall initially be met from the "Contingency Fund" and that the approval of the legislature will be obtained later.  The Director of Agriculture is requested to send necssary proposals to Government in the Finance (BG.I) Department for provision of funds.

             9. The order issues with the concurrence of the Finance Department vide its U.O.No.2508/FSP/97 Dated: 27.5.1997.
