ORDER:
During the Budget speech in the year 2001-02, the Government announced that a project would be formulated for reclaiming cultivable wastelands through a massive development programme to be implemented over the next five years. In the Government Order first read above, orders were issued for setting up the Tamil Nadu Watershed Development Agency (TAWDEV) to implement the programme.
2. Comprehensive Wasteland Programme consists of three components; viz: participatory watershed development, development of wasteland by corporate sector and reclamation of salt affected land.
3. In respect of participatory watershed development detailed operational guidelines were approved by the Goverment in the G.O. second read above.
4. Regarding development of wasteland by corporate sector, the Government of Tamil Nadu has already announced its policy decision to implement a comprehensive Wasteland Development Programme with forward linkages to agri-business, storage and markets. This unique programme involves public/private participation. Under this programme blocks of land lying currently fallow and waste would be developed with high-value horticultural crops etc., and serve as a fulcrum for agri-business.
5. The policy is that the Government shall act as a facilitator bringing corporate houses and small land holders together to bring maximum extent of fallow and waste lands under cultivation.
6. The Government approves the operational guidelines appended to this order, for the sanction of lease to corporate houses, small companies and
co-operative societies for cultivation of agro-based products as detailed in the guidelines.

Honourable Chief Minister Selvi J Jayalalithaa has launched a unique Comprehensive Wasteland Programme whose objective is to ensure Wasteland Development through forward linkages to agri-business, storage and markets.
Under this programme, blocks of land lying currently fallow and waste would be developed with high value horticultural crops etc., and serve as a fulcrum for agri-business. The Government of Tamil Nadu invites corporate houses, small companies and co-operative societies to participate in this massive greening programme.
The applicant corporate house, small company and co-operative society may select a suitable block of land for undertaking this development. In order to facilitate proper integrated development, Government wastelands contiguous of such block will be provided on leasehold basis.
The salient features of the programme are as follows:-
Who shall apply:
Corporate houses, small companies and co-operatives can apply for lease of Government wasteland under this programme. Separate applications have been prescribed for corporate houses and for others. The application forms, both in English and Tamil, can be obtained free of cost from the office of the District Collector. Completed application forms may be submitted either in Tamil or English.
(2) The details called for in the application form shall be furnished with clarity and wherever space is felt insufficient, applicants can use additional sheets properly indexed, reference marked and authenticated. Requisite documents should also be submitted wherever necessitated, to facilitate scrutiny and evaluation of the request for release of Government wastelands. Application and the documents enclosed should set out clearly the details regarding the land required for lease, financial status of the applicant, details of the project, its viability and analysis of economic and social impact on the villages.
- (3) Completed applications can be made in 10 sets consisting of the application, additional sheets and the enclosed documents and handed over to the District Collector who shall make specific arrangements for receipt and proper acknowledgement.
- (4) Advertisements giving details of the scheme and inviting applications for lease of Government wastelands will be published from Chennai on 5-7-2002 calling for proposals from the intending entrepreneurs to apply on or before 27-07-2002. The District Collectors should display on the Notice Boards from 5-7-2002 the lists of available wastelands within their district.
Product Coverage:
(5) All existing Corporate houses, small companies and co-operatives with a good proven track record of performance are invited to apply to undertake this development programme. An indicative list of the produce resulting from such development is given below:
- a) All cash crops including cotton
- b) Fruits
- c) Vegetables
- d) Flowers
- e) Medicinal plants and herbs
- f) Aromatic plants
- g) Spices and condiments
- h) Plantation crops including cashew
- i) Agro-forestry including bio-mass, energy plantations and commercial crops producing usufructs such as silk cotton, etc.
- j) Oil seeds including Paradise Tree, Jatropha, etc.
Important conditions governing the lease:
(6) The maximum period for lease of lands to corporate houses will be up to 30 years. The Government reserves the right to cancel the lease and resume the land, if the land is not used for cultivation within a maximum period of 3 years, the industrial unit utilising the production does not commence within a maximum period of 5 years, from the date of lease, depending on the crop and land usage.
(7) In respect of quantum of wastelands to be given on lease, the normative ceiling would be 1000 acres per applicant. In exceptional cases this may be considered for relaxation on a case to case basis.
- (8) In respect of land below 20 acres, co-operative societies and small companies can be considered for leasing out of wastelands in a similar manner. No allotment to individuals will be made.
(9) Concessional rent shall be levied at the following rates:

(10) The Government reserves the right to review the lease amount.
(11) While deciding the eligibility criteria, the financial status, previous experience in undertaking such projects and past performance, record of conduct and non-involvement in any sort of criminal activities etc., would be considered.

(12) A High Level Committee for scrutiny of applications is constituted with the following Members:

(13) The High Level Committee shall meet periodically and dispose of the applications within 60 days of receipt of applications by the District Collectors.
(14) Agricultural experts shall be consulted on appropriate technology, suitable crops etc., regarding projects to be taken up in respect of wastelands.
(15) In this programme, concepts like mutual agreement, contribution of labour by farmers and mechanism for sharing of the produce/revenue etc., shall be appropriately built in.
