ORDER:

In the Government order  first read above Government have formulated a scheme called Comprehensive Wasteland Programme and included the following category of establishments towards its implementation:-

  1. 1.      Corporate houses;
  2. 2.      Small Companies;
  3. 3.      Co-operative Societies

2. During the Collectors' Conference held  in December 2002, the District Collectors requested to consider Federation of Self Help Groups for allotment of Wastelands under comprehensive Wasteland Programme.  The  Hon'ble Chief Minister instructed to examine the issue.  In the first meeting of the Tamil Nadu Wastelands and Watersheds Development Authority chaired by the Hon'ble Chief Minister on 13.12.2002 it was decided that the federation of Self Help Groups will also be considered for leasing of Government Wastelands.  During the 4th High Level Committee meeting held on 21.2.2003, the Collectors of Tiruvallur, Dharmapuri, Pudukottai, Salem and Sivagangai Districts informed that formation of Federation of Self Help Groups hereafter would take some more time and that Self Help Groups might find it difficult to work in different Self Help Group areas.  Further, f the Selft  Help Groups are included, Federation of Self Help Groups will also be covered under the scheme and therefore suggested that the present Self Help Groups which are economically sound may be considered for leasing of Government Wastelands. 

3.The Managing Director, Tamil Nadu Watershed Development Agency has requested  the Government to include Federation of Self Help Groups under the Comprehensive Wasteland Programme.  The Secretary, Social Welfare and Nutritious Meal Programme Department has also reported that Self Help Groups may also be associated with the above scheme and requested to issue suitable orders in the matter.

4. The Government after careful consideration accept the proposal of the Managing Director, TAWDEV Agency and the suggestion of the Secretary, SW &NMP Department and issue orders including the Self Help Groups which are economically sound with a minimum of five years track record and federation of Self Help Groups also as a category of agency eligible for consideration under the Comprehensive Wasteland Programme in Tamil Nadu for leasing of Government Wastelands under category of below 8 ha.  Detailed guidelines will be issued separately.

5.  This order issues with the concurrence of law Department vide U.O.No.6933/2003, dated 30.01.2003.
