ORDER:

The vision of the Tamil Virtual University is to provide internet based resources and opportunities for Tamil Communities living in different parts of the globe and to spread and propagate the traditional and cultural aspects of the Tamils among the Diaspora.

2. In the letter first read above, the Director, Tamil Virtual University has stated that the requirements of Tamils living in different countries are different.  Particularly, those who live in countries like Mauritius, South Africa and Mathani want to know about the Cultural aspects and activities of Tamils in   Tamil Nadu.  As its first attempt to achieve this, Tamil Virtual University has put graded lessons on the internet to teach the language.  The Director, Tamil Virtual University has now proposes to introduce the cultural part of it.  For this, it is proposed that a programme on Music, Drama, Classical Dance, Folk arts and other arts of the land to be put on the internet with video and audio facilities. He has also stated that if the Video clippings are hosted in the web Tamil Virtual University's digital library, interested people can log-on and see for themselves the various  arts and culture of Tamil Nadu.  This will create an awareness about Tamil and Tamil Nadu and also encourage them to learn Tamil.  This involves engaging artists, theatres and technicians plus true presentations  of the material to go into it.  With all the men and material involved in this mammoth programme, the Director, Tamil Virtual University has therefore requested the Government to sanction a non-recurring expenditure of Rs. 25.00 lakhs being the ultimate cost  of the Scheme and to sanction a sum of Rs.15.00 lakhs  for 2006-07 under Part-II Scheme 2006-07 to  Tamil Virtual University for Creation of Video Gallery for Cultural Aspects of Tamil Nadu. 

3. The Government have carefully examined the proposal of Director, Tamil Virtual University in  paragraph 2 above  and accepted the same under Part-II Schemes 2006-07.  Sanction is therefore accorded for incurring an expenditure not exceeding a sum of Rs.15.00 lakhs (Rupees Fifteen lakhs only) during 2006-07 to Tamil Virtual University for Creation of Video Gallery for Cultural Aspects of Tamil Nadu  under Part-II Scheme 2006-2007 out of the ultimate cost of Rs.25.00 lakhs as detailed in paragraph 2 above.

4. The expenditure sanctioned in para 3 above shall be debited to the following head of account:

"2202 General Education -03-University and Higher Education -102 -Assistance to Universities –  Schemes in the Tenth  Five Year Schemes - II State Plan – JN. Tamil Virtual University – 09. Grants -in-Aid - 03. Grants for specific Schemes"  (DPC No. 2202-03-102 JN-0937)

5. The Section Officer, Industries (Bills) Department is requested to draw and disburse the amount sanctioned in para 3 above to the Director, Tamil Virtual University, Chennai by means of a cheque  with acknowledgement.

6. The Director, Tamil Virtual University is requested to send the physical and financial progress report of the schemes every month to Secretary, Information Technology Department along with the details of expenditure and Utilisation Certificate.  Unspent amount, if any, should be remitted into Government account.

7. This order issues with the concurrence of the Finance (Industries) Department vide its U.O.No.55903/06-1,  dated: 13.9.2006.
