ORDER:

The vision of the Tamil Virtual University is to provide internet based resources and opportunities for Tamil Communities living in different parts of the globe and to spread and propagate the traditional and cultural aspects of the Tamils among the Diaspora.

2. In the letter first read above, The Director, Tamil Virtual University has stated that Tamil Virtual University has hosted a large number of lessons at Certificate Level and Degree Level.  It also has a rich Digital Library in Tamil Literature, Technical Glossaries and Cultural Video Gallery.  But this information is not known to many Tamils abroad as well as within India.  In order to promote and popularise Tamil, on-line advertisements and notification in popular magazines and news papers are necessary.  Within India, a series of workshops in important cities like Mumbai, Kolkatta and Delhi could be conducted along with Tamil Cultural Centres in those cities. The purpose of the above proposal is to create an awareness among the Tamils living in different parts of India and also abroad, about the initiatives taken by the Tamil Nadu Government to spread Tamil and also opportunities provided for learning Tamil. The efforts taken and the funds spent on this proposal would make the people know that the programme is useful to them. The Director, Tamil Virtual University has therefore  requested the Government to sanction a sum of Rs.10.00 lakhs  under Part-II Scheme 2006-07 to Tamil Virtual University for Promoting and Popularising Tamil Virtual University.

3. The Government have carefully examined the proposal and accepted the same under Part-II Schemes 2006-07.  Sanction is therefore  accorded for incurring a non-recurring expenditure of Rs10.00 lakhs (Rupees Ten Lakhs only) to Tamil Virtual University under Part‑II Scheme 2006-2007 for Promoting and Popularising the Tamil Virtual University as detailed in paragraph  2 above.

4.The expenditure sanctioned in para 3 above shall be debited to the following head of account :

"2202 General Education -03-University and Higher Education -102 -Assistance to Universities –   Schemes  in  the Tenth Five Year Schemes II State Plan – JN. - Tamil Virtual University –09 – Grants-in-aid – 03. Grants for specific schemes  (DPC No. 2202-03-102 JN 0937)

6. The Section Officer, Industries (Bills) Department is requested to draw and disburse the  amount to the Director, Tamil Virtual University, Chennai  by means of a cheque with acknowledgement

7. The  Director, Tamil Virtual University is requested to send the physical and financial progress report of the schemes every month to Secretary, Information Technology Department along with the details of expenditure and  Utilisation Certificate.  Unspent amount, if any, should be remitted into Government account.

8.This order issues with the concurrence of the Finance (Industries)  Department vide its U.O.No.55904/06-1, dated  13.9.2006.
