ORDER:

The vision of the Tamil Virtual University is to provide internet based resources and opportunities for Tamil Communities living in different parts of the globe and to spread and propagate the traditional and cultural aspects of the Tamils among the Diaspora.

2. In the letter first read above, the Director, Tamil Virtual University has stated that in  olden days, when there were no books and writing materials available, scholars used the Palm Leaves for writing. There are plenty of Palm Leaves written by eminent people available in different libraries throughout India. They contain valuable information on Culture, Heritage, and Medicine apart from historical events. It is proposed to form a Committee and arrange to identify the various types of Tamil literature in Palm Leaves available in different libraries throughout India, catalogue and digitize them and make available in e-form for the benefit of the public.   If this project is completed and hosted in the website of Tamil Virtual University, people from any part of the world would know about the availability of such rare palm leaves and also the information about the location of that material.  This would facilitate an easy access to the information of the place and availability of such palm leaves. The Director, Tamil Virtual University has therefore requested the Government to sanction a non-recurring  expenditure of Rs.10.00 lakhs being the ultimate cost of the scheme and to sanction  a sum of Rs.5.00  lakhs for 2006-07 under Part-II Scheme 2006-07 to Tamil Virtual University for  implementation of the scheme, Cataloging and Digitizing the Palm leaf Manuscripts.

3. The Government have carefully examined the proposal of Tamil Virtual University and accepted the same under Part-II Schemes 2006-07.  Sanction is therefore accorded for incurring an expenditure not exceeding a sum of Rs.5.00 lakhs (Rupees Five lakhs only) for 2006-07 to Tamil Virtual University for implementation of the scheme "Cataloging and Digitizing the Palm leaf Manuscripts"  under Part II Scheme 2006-2007 out of the ultimate cost of Rs.10.00 lakhs.

4. The expenditure sanctioned in para 3 above shall be debited to the following head of account :

"2202 General Education -03-University and Higher Education -102 -Assistance to Universities -  Schemes in the Tenth Five Year Schemes -II  State Plan – JN.  Tamil Virtual University – 09. Grants - in - Aid - 03. Grants for specific schemes"

5. The Section Officer, Industries (Bills) Department is requested to draw and disburse the  amount to the Director, Tamil Virtual University, Chennai  by means of a cheque with acknowledgement

6. The  Director, Tamil Virtual University  is requested to send the physical and financial progress report of the schemes every month to Secretary, Information Technology Department along with the details of expenditure and  Utilisation Certificate.  Unspent amount, if any, should be remitted into Government account.

7. This order issues with the concurrence of the Finance (Industries)  Department vide its U.O.No.55905/06-1, dated 13.09.2006.
